A HAMPSHIRE man has been ordered to pay £700 in fines for fly-tipping.

Peter Rowell of Bishopstoke was fined £200 and ordered to pay £480 costs to Eastleigh Borough Council with a £20 victim surcharge.

Southampton Magistrates Court heard how Rowell has been paid to remove rubbish from a property and dispose of it, but rather than getting rid of the refuse properly, he put it in a caravan and gave it to a group of doorstep traders who dumped the vehicle in Shop Lane, Bursledon.

The vehicle, which has no registration number, was found full of rubbish in May 2013 by an environmental health officer who traced it back to Rowell.

Rowell pleaded guilty to two offences under the Environmental Protection Act 1990 for not meeting his duty of care for the waste and acting as an unlicensed waste carrier.
