SOUTHAMPTON council bosses have refused to rule out scrapping the city’s weekly bin collections.

While they say there are currently “no plans” to introduce fortnightly collections, they say they will have to look at “all options” once vital funding runs out.

Opposition councillors now claim that the “writing is on the wall” for weekly collections, which were saved by an £8m Government grant.

As previously reported, the grant, received in 2012, secured the future of the service until 2017.

That has meant that while many other councils in Hampshire have since gone to fortnightly collections, Southampton was praised for keeping the service by Communities Secretary Eric Pickles.

But with the grant set to run out within three years, Labour council chiefs say they may be forced to consider introducing them.

Council environment and transport boss Jacqui Rayment said: “We have a manifesto commitment not to go to alternative weekly collections.

“The money from central Government has allowed us to keep our commitment for now, but this will have to be reviewed in 2016/17 against other priorities.

“We are not aware of any other appropriate external funding streams available to us so we will be considering all options between now and the end of the Government funding.

“There are currently no plans to implement fortnightly collections in Southampton. However, all options will need to be considered before the council decides on the best way forward.”

Conservative environment spokesman Dan Fitzhenry said that council leaders needed to take action now to save the weekly collections.

He said: “We are committed to weekly bin collections if the decisions are made now about the long-term funding, but if Labour don’t make those decisions it will be an impossible situation.

“It is down to them now to make the decisions to make sure we will still have weekly collections.”

Independent Councillor Against the Cuts, Don Thomas, said: “It looks like the writing is on the wall for weekly collections.

“We are now talking about basic services and I believe we need councillors who will fight for those services, not councillors who would dismantle them.”

A simple solution would be if the Council done a deal with a supplier of waste compactors residents could purchase them cheap, you could easily compact your waste down to a level that would meet the need for 2 weekly collections.

Even low fortnightly collections for normal rubbish and mthly for recycle rubbish I could work to an would not present a problem to this household, but there will be majority that it will not and they do need the weekly rubbish pick up, and we all should be backing to keep the services as it is once week.
Some people need to stop thinking about there selfs and think of others.

As a recent re-organisation by a well known supermarket discovered, that from the shop floor to the MD there was twenty eight layers of management. I wonder if the council will audit their management levels as every manager costs wages for no productive work. Getting rid of one manager would release money for perhaps three more bin men.

Also, the literature that the Council sent out about glass collection said that the aim is that once the Central Government funding has run out the scheme will pay for itself as well as net the Council money i.e. no extra cost to the Council, but a gain on top. What are they planning on doing with these profits?

Take away their unnecessary weekly collections and they will have to start behaving more responsibly.

There is a saying in waste circles - 'Waste Fills The Available Space'. Reduce the availability of space in bins (by half, by going over to fortnightly collections) and, as all other councils have demonstrated, people cope and waste totals reduce.

As someone else said, Eastleigh has had fortnightly general waste collections for years. We have never had a problem with smell, rats, vermin, or anything negative from this service. Crush it before you put it in the bin, condense it, put less in the bin. Simples.

It would help if people living in flats broke down cardboard boxes before putting them in the bins. As davel-cats writes 'crush it before you put it in the bin'.
You will probably find that certain privilaged areas of the city will still have a better service as they do now.
Also, the money saved should go to cleaning up after the students have left and the landlords have dumped everything in the street.

The point is that whatever works best for a city/town (weekly or fortnightly), the Council should be planning for the future and keeping a service sustainable. Southampton City Council don't seem to do this, Council tax increases but services get less. The result is getting to 2020 for example and collections become every 3 weeks because more cuts need to be made. The Council should be looking at ways to sustain a decent level of service long term such by using the profits from profitable waste such as garden waste and glass recycling and using these to sustain other areas of waste that they're obliged to collect such as household waste.

This Council have no long term vision and live for the moment with little thought to the future.

I was born and brought up in Southampton and have lived with a fortnigtly bin collection for the last 10 years.

It is really very tedious. Firstly, I have never seen a rat or a fox or other furry creature around the bins. The real problem is the smell and the flies which you can't escape from.

No idea whether you will have those little brown bins for food waste at the same time but they are an absolute menace for salmonella and they are very intrusive on the kitchen side.

Our biggest problem is that although we do recycle reasonably we always end up before the bin collection in week 2 with 1 or sometimes 2 black plastic sacks.

Our Council in Bedfordshire take great delight in not touching a bin if the lid is slightly ajar so it means at east 1 trip per fortnight to the local Amenity trip.

Local Councils here are talking about a 3 weekly collection to save money and make it clear that they will need to sack staff to make it pay.

After 10 years, I would LOVE to go back to a weekly coleection but it's never going to happen

maybe if they hadn't reversed the minute pay cut of council workers that amounted to huge savings that no-one but about 5 union members were moaning about. (all council workers I knew were fine with it), we wouldnt be having the issues.

I had that opinion until I started living in Portswood. Due to landlords and students the place has become a tip! I do however totally agree with you sotonboy84.
There are too many people that could pay but always find a hole in the net.

I agree, Portswood is terrible. The damage caused by students and the mess left when they leave.

Landlords of these houses should contribute towards Council Tax AND be fully responsible for clearing their front gardens of beds, sofas and old cookers. And this isn't an exageration, the Council do a free large rubbish collection in this area each summer to clear away large items thrown out of student houses by landlords, but city residents who pay Council Tax have to pay for any large items to be disposed of.

We only need to put our bins out once a month but why did those refuse workers go out on a political strike?
If the last Tory council hadn't put in an application for the grant those refuse workers would have already lost 1-10 colleagues now it looks as that's the future for them under a Labour Council.
Why doesn't this council put in a bid for any local councils refuse collection that's now done by contractors?

When income is reduced, cuts need to be made but not if the Council are already making an income off of it which is being diverted elsewhere. Robbing Peter to pay Paul comes to mind.
