Shipping minister Mike Penning
The shipping minister has warned Liverpool may have to pay a “financial penalty” for starting turnaround cruises without EU approval in row with Southampton over the repayment of public handouts.
In a letter to Southampton MP John Denham, Mike Penning said that Liverpool City Council had “pre-empted” a ruling from the European Commission on the repayment of £8.6m of EU funding used to build its £21m cruise terminal on the Mersey.
Southampton MPs and Euro MPs have accused Liverpool of acting “illegally” by beginning to use its City of Liverpool Cruise Terminal as a start and finish point for lucrative cruises before the Commission has decided whether it should pay back the European cash to comply with competition rules.
Mr Penning said in his letter: “The fact that Liverpool City Council has now pre-empted the Commission and commenced turnaround before a state aids decision has been made does leave it open, in the event of a finding of unlawful Aid, to the possibility of financial penalties, including repayment of grants from the European regional development fund. This is however a matter for the Commission.”
Mr Denham has said: “I welcome the minister's confirmation that Liverpool do not have permission to start cruises and may have to pay a penalty. But the minister should be stepping in himself, not leaving it to Brussels to take action.”
Mr Penning last month announced he would lift strict restriction on the terminal, limiting its use to calling cruises, if the council agrees to pay back £8.8m of UK funding.
But he said easing the restriction was subject to EU state aid clearance.
Southampton and other UK ports that have built their cruise operations on private funding have called for all public funding to be repaid.
Liverpool City Council has not offered to pay back any EU funding claiming it was not a “condition upon the terminal solely being used as a call-in facility”.

IF and it's a big IF, Liverpool faces financial penalties for using the facilities ahead of an EU decision then the UK government would also be in the dock since they allowed the government employees ( Border Agency Staff ) who work at the terminal, to work when they could have sanctioned the use of the facility.

Well we give away power to Brussels we have to accept the consequences from Brussels when acting against any agreement to the use of EU funding. Liverpool tried to bully their way into having the money accepted but in the end common sense and the right decision will prevail!

I wish some of you people down there would face the fact that it is not unreasonable for folk in Northern England and Scotland to have some choices when it comes to their holiday travel. Why should they be expected in some cases to traipse the whole length of the country just so you can keep an virtual monopoly that you yourselves largely built on the back of past state aid handouts?

Liverpool has always had 'turnaround' cruises, the only change is they can now use the landing stage again after some 40 years. If this were illegal in some way then the inaugural cruise simply would not have gone ahead. The terminal has to be staffed by customs/border agency staff, they would not be allowed to operate an illegal terminal. The UK grant is being repaid, the EU grant did not have the same restrictions as the UK grant, the temporary terminal is up & running.
I live in London, have friends in Southampton and family in Liverpool and I have to say that this ongoing row has not cast Southampton in a very good light. All the talk of Liverpudlians being thieves, of liners on bricks, of unemployed scallies is just disgraceful, it's no wonder that people from Liverpool come on here and give as much as they are forced to get.

Next years addition. Fred Olsen is a return to Liverpool after their withdrawal on safety grounds from Langton Dock.
Indeed, it is Liverpool who have lost traffic/business to other ports when Fred Olsen withdrew.
There can be no case made that Liverpool is stealing/pinching/pe
rloining, call it what you want, from other ports. None.

I don't care if L'pool do more cruises, as I keep saying it's a huge growth industry and there's enough to go round. What I object to is that L'pool's arrogance that they think they can ignore basic facts and restrictions. The fact that MPs and government ministers are involved and have stated said facts on many occasion, doesn't make your 'opinion' right - it is conjecture and one which could end up with being a bit of 'eggy bread' on your face.
Removing border agency staff would be draconian but how about the Pool taking responsibility for their hasty action???
It rather casts the administration in the Pool in a bad light, our MP is just doing his job and asking that restrictions be adhered to and level playing field is restored.
As for making jokes about Scousers you can blame your own famous products for that can't you - Boys from Blackstuff, Bread etc which reinforced all those terrible stereotypes. It's just banter get over it :)

It has got quite unpleasant.
The respective representatives from Southampton and Liverpool should be focused on ensuring each port offers the best service possible, and that any progression and expansion is sustainable in the long term.
Working together, instead of competing with each other, would be the first step in this process.
If the decision regarding the money is with Brussels, then so be it.

Lets assume for a second that Liverpool DID have to pay the money back to the EU (which I don't think will be the case) The idea that the city should also face 'penalties' is completely ridiculous. What would the penalties be for? It can't be proven that these ships that are sailing from Liverpool would necessarily use other ports. And it should purely be an EU matter anyway in my opinion.

Like it or not, EVERY City Council makes every effort to get the best deal for its area, and Liverpool are no exception.
I would fight & argue for this city & defend any council who did that no matter what party they were so why not you Linesman?

I Live in Southampton and proud of our City, I have also visited Liverpool and they too should be proud of their City.
No need for such a fall out over something called competition, which forces businesses to improve services.
Both Cities will gain from this, there will be no losers!

I have nothing against the people of Liverpool or Merseyside as I'm quite proud of my roots which are both Southampton & Liverpool.
What I'm against is the way Liverpool went about getting the grants if they had asked for them to build a turnaround terminal they'd been honest & the only people we could criticise would be the Government minister who allowed it.
But their council didn't do this they lied to get the money & if only the posters from Liverpool would admit it then we could debate with out comments like Andy or George's.

In other news I'm sure that you'll all be thrilled to hear that Joe Anderson, the Mayor of Liverpool that you are all accusing of heading a thieving council that has opened an illegal cruise terminal has just been awarded an OBE for services to local government. He is held in high regard, even amongst his political opponents and is fostering a real 'can do' attitude in the city. Something that Southampton really needs to learn from. This ongoing debate about Liverpools modest cruise terminal is doing your city no favours at all.

Joe Anderson is not my mayor, I have family in Liverpool but have lived in London for over 30 years. As for a level playing field, all cities & towns and all business sectors across Britain, Southampton & ABP included benefit from grants and support from government, Westminster & Brussels whenever they can. Sometimes it's direct, other times in the form of wage subsidy such as tax credits, sometimes in the form of turning a blind eye to companies avoiding their taxes.
Good on April Ashley for receiving an MBE for her work on transgender equality. Our world is made up of all sorts of people and is the better for it. That's why I focus on our similarities and shared history than what are often manufactured differences. In the current instance, Southampton have many more similarities with Liverpool than differences and should be working together and not at each others throats.

I disembarked at Liverpool a couple of months ago, their terminal is not good, but I have to say that we were very impressed with the waterfront and city and hope to return again soon, I also had lots of craic with the staff there, it was great, they now know that it is a ship not a boat and it gets moored not parked. Lets not forget that it is the so called 'highups' who have caused this problem, not the ordinary man in the street, throughout history we have always been used as cannon fodder

smouth & every cruise port besides Liverpool are up in arms about this.
Joe Anderson seems to have made it into a Southampton verse Liverpool thing & actually has said it's a war between the two ports & Liverpool are going to win.
I have tried to point out that if you live in the north your unlikely to stay in the hotels in Liverpool & this is where the majority of jobs are created & income earnt.
when they travel down here many spend an extra week staying in our hotels & visiting the areas that they wouldn't get to see otherwise & this is where the city not the port benefits from.
I have been attacked for stating this & called a few names from Scousers.
AndySaint was out of order inferring anything was to do with Ironlady & myself & he should apologise but he's not as bad as some of the names the Northern posters have called me

I played for over twenty years for Millbrook ( you know that Sh**hole?) I've passed my level one coaching certificate & I've done a bit of coaching for Soputhampton.,Totton & Millbrook RUFC.
I have also been to two league cup finals ( one Zenith) one FA cup (we won) & a charity Shield we lost to Liverpool.
I went with friends & woke up to the fact I could end up in prison as my fines were getting higher ( yes I was a Yob & not proud of it)
I joint the TA,in it for 5years left & started to play Rugby.
Got made redundant went & lived in Thailand for a year ( played Rugby) missed Southampton you know that sh**hole so I came back & I've argued left right & centre for this city & for peoples jobs in this city even though I get a good private pension & you all could be out of work but it wouldn't effect me.

I disembarked at Liverpool a couple of months ago, their terminal is not good, but I have to say that we were very impressed with the waterfront and city and hope to return again soon, I also had lots of craic with the staff there, it was great, they now know that it is a ship not a boat and it gets moored not parked. Lets not forget that it is the so called 'highups' who have caused this problem, not the ordinary man in the street, throughout history we have always been used as cannon fodder

I played for over twenty years for Millbrook ( you know that Sh**hole?) I've passed my level one coaching certificate & I've done a bit of coaching for Soputhampton.,Totton & Millbrook RUFC.
I have also been to two league cup finals ( one Zenith) one FA cup (we won) & a charity Shield we lost to Liverpool.
I went with friends & woke up to the fact I could end up in prison as my fines were getting higher ( yes I was a Yob & not proud of it)
I joint the TA,in it for 5years left & started to play Rugby.
Got made redundant went & lived in Thailand for a year ( played Rugby) missed Southampton you know that sh**hole so I came back & I've argued left right & centre for this city & for peoples jobs in this city even though I get a good private pension & you all could be out of work but it wouldn't effect me.

I am no angel on these forums, but I am not going to attack fellow people in this topic.
I'm no fan of Cruise Liners, but I do understand the income they bring into a City. The Cruise Industry is growing, there is plenty of room for Liverpool and as I have suggested before, some competition will bring improvements to our own great City.
I wasn't born in Southampton, but it's a City I have chosen to settle down in as I like the place, yes Andy it does have its bad areas, but any City/Town also suffers the same.
Be proud of where you live, if not why not find somewhere you can settle and enjoy?

I have always said that I respect whatever the outcome is regarding the EU grant.
I have also genuinely tried to explain the real amounts of grant involved ( £17.5 million not £21 million as reported in this newspaper ).The safety hazards at Langton dock and my belief that the only clause against turn-arounds is attached to only the UK part of the grant which has now been revoked by the government.Only time will tell if I am correct, If I'm wrong then I and Liverpool will have to go along with it and pay back the EU grant.
I certainly do not hold any malice against the people of Southampton , but my loyalties lie with Liverpool.
I will not tolerate some of the remarks concerning the character of myself or Liverpudlians in general ( looking through this newspaper Southampton certainly has its fair share of riff raff too )

I disembarked at Liverpool a couple of months ago, their terminal is not good, but I have to say that we were very impressed with the waterfront and city and hope to return again soon, I also had lots of craic with the staff there, it was great, they now know that it is a ship not a boat and it gets moored not parked. Lets not forget that it is the so called 'highups' who have caused this problem, not the ordinary man in the street, throughout history we have always been used as cannon fodder

The shipping minister has warned Liverpool may have to pay a “financial penalty” for starting turnaround cruises without EU approval.
When he said if you pay back monies you can start turnaround he also said only after you have EU approval!
so yes you should have cancelled or moved this cruise ship to Langton until & if that approval is/was forthcoming.
if you couldn't move it then yes you would lose revenue but who booked it & when did you book it?
You never had permission to use the facility so you shouldn't have arranged any sailings ( turnaround) from that facility.
looks like your council decided to go ahead no matter what & the cancellation of one ship could be better than maybe the withdrawal of permission for turnarounds?
If that's the decision then that's your council's fault & nothing to do with us.

if High Speed Rail goes ahead with government money & it eventually links up with the North West should we complain about unfair competition?
It would be quicker to get to London from Leeds than from Southampton.
If you look into it properly ABP Southampton have had to contribute to this upgrading of the rail network.
As for our roads this is an upgrade in our city centre which is a major bottleneck & will improve the traffic flow from one side of the city to the other.
The area it's being done there's only one active dock gate as the rest of the docks are now residential areas.
So please explain to me where £60million has been spent on dock related business ( Terminal's)

Imagine the outcry in Southampton if all the river crossings carried a £1.50 toll eachway ( lorries pay a great deal more ).
I live on the Wirral peninsula, but I am only 4miles from Liverpool city centre. In order to drive to Liverpool I have to pay £1.50 each way through either Kingsway ( the Wallasey tunnel which is the continuation of the M53 motorway ) or Queensway ( the Birkenhead tunnel ).
If I wished to avoid paying tunnel fees I would have to drive 31.6 miles east to the Runcorn bridge and a further 15.7 miles west on the other side of the river to reach Liverpool city centre.
At present the Runcorn bridge built in 1960 is toll free, but after a new bridge is built alongside in the next couple of years the old bridge will carry a toll even though it has been a part of the national road system for 52 years. The reason they give us is that the new bridge will carry a toll from the day it is built and because of this the old one must follow suit or no one will use the new one.
If you don't use the tunnels or Runcorn bridge your only toll free crossing is at Warrington which is 37.5 miles east and having crossed the river is a further 21.9 miles west to Liverpool city centre.
The people of Liverpool had to pay for the original Queensway tunnel which opened in 1934 and were told that after 70 years it would be toll free , howver when the Kingway tunnel was built in 1970 they imposed a toll and because of this the other tunnel will always have a toll.
You tell me that we should all play on a level playing field.
OK when are the government going to take responsibility for the largest obstacle that we in Liverpool have for economic growth, and adopt the mersey tunnels as part of the national road system especially when the M53 motorway ends at the beginning of the kingsway tunnel.
Also how can a bridge built 52 years ago cease to be toll free because it cannot cope with the traffic and a new bridge which should be toll free needs to be built, without destroying the economy of the area.
We in Liverpool would very much want a level playing field , but we certainly don't have one where transport matters are concerned.

Let's face it, the outcome that Soton really wants is for Liverpool to throw in the towel and decide they will not host any cruise turnarounds despite all this ' we welcome competition on a level playing field' hot air.
What has been particularly noticeable is just how more vociferous the Southampton campaign has become despite Liverpool agreeing to the initial request that the government grant be repaid.
Much of this is based on fear, which your local newspaper is keen to whip up by its constant allusion to Liverpool 'muscling in' on Soton's business. This leads to people believing nonsense such as Liverpool going after cruise passengers from Brighton.
As I have pointed out many times, if I lived in Southampton I would be far more concerned about the growth of Portsmouth as a cruise liner port than that of a city hundreds of miles away. If Southampton wishes to retain its position as the UKs No.1 cruise port then it really needs to look at the service that it provides to passengers, rather than attempting to stifle the minimal competition that it will have from Liverpool.

I live on the Wirral peninsula, but I am only 4miles from Liverpool city centre. In order to drive to Liverpool I have to pay £1.50 each way through either Kingsway ( the Wallasey tunnel which is the continuation of the M53 motorway ) or Queensway ( the Birkenhead tunnel ).
If I wished to avoid paying tunnel fees I would have to drive 31.6 miles east to the Runcorn bridge and a further 15.7 miles west on the other side of the river to reach Liverpool city centre.
At present the Runcorn bridge built in 1960 is toll free, but after a new bridge is built alongside in the next couple of years the old bridge will carry a toll even though it has been a part of the national road system for 52 years. The reason they give us is that the new bridge will carry a toll from the day it is built and because of this the old one must follow suit or no one will use the new one.
If you don't use the tunnels or Runcorn bridge your only toll free crossing is at Warrington which is 37.5 miles east and having crossed the river is a further 21.9 miles west to Liverpool city centre.
The people of Liverpool had to pay for the original Queensway tunnel which opened in 1934 and were told that after 70 years it would be toll free , howver when the Kingway tunnel was built in 1970 they imposed a toll and because of this the other tunnel will always have a toll.
You tell me that we should all play on a level playing field.
OK when are the government going to take responsibility for the largest obstacle that we in Liverpool have for economic growth, and adopt the mersey tunnels as part of the national road system especially when the M53 motorway ends at the beginning of the kingsway tunnel.
Also how can a bridge built 52 years ago cease to be toll free because it cannot cope with the traffic and a new bridge which should be toll free needs to be built, without destroying the economy of the area.
We in Liverpool would very much want a level playing field , but we certainly don't have one where transport matters are concerned.
It's called the Itchen Bridge & yes you have to pay to get across it so sorry but your not unique on that one
You are now aware that the Itchen Bridge in Southampton is tolled.
You should also be aware that the UK Govt agreed to pay 50% of the expected £5.222m it was expected to cost to build the first Mersey Tunnel in 1934.
The rate payers of Liverpool (and a much lesser extent) Birkenhead paid the remaining 50% plus an additional £1.5m or so when it was discovered that six ventilation shafts were required.
The Govt allowed the money to be repaid over 80 years with an expected toll free future after 40 years.
This never occurred as the construction of the second Mersey Tunnel caused massive debts to occur which now have been contained.
So your comment about the original Mersey Tunnel being paid for by the good people of Merseyside is not strictly true.
The UK tax payer contributed approx 35% of the final figure.
As an aside one of my relatives walked through the Tunnel prior to its opening

Let's face it, the outcome that Soton really wants is for Liverpool to throw in the towel and decide they will not host any cruise turnarounds despite all this ' we welcome competition on a level playing field' hot air.
What has been particularly noticeable is just how more vociferous the Southampton campaign has become despite Liverpool agreeing to the initial request that the government grant be repaid.
Much of this is based on fear, which your local newspaper is keen to whip up by its constant allusion to Liverpool 'muscling in' on Soton's business. This leads to people believing nonsense such as Liverpool going after cruise passengers from Brighton.
As I have pointed out many times, if I lived in Southampton I would be far more concerned about the growth of Portsmouth as a cruise liner port than that of a city hundreds of miles away. If Southampton wishes to retain its position as the UKs No.1 cruise port then it really needs to look at the service that it provides to passengers, rather than attempting to stifle the minimal competition that it will have from Liverpool.
I'm ferociously ANTI European.
I hope Greece leaves the Euro & I hope beyond all hope the Euro flops.
No more talk of further integration heading to a federal Europe.
best thing I heard today is that it's seems both Labour & the Conservatives are heading to a referendum on us leaving the EU or being run by Germany.
I don't really care about the EU grant as it's our money anyway but all I've tried saying to you all is you were given conditions for the acceptance of the turnaround facility & with it so close to being a done deal you breached those conditions didn't you?

I'm with you on that one Loosehead, i detest the EUssr with a passion and everything and everybody to do with it, but as for Labour and conservative allowing a referendum, i wouldnt trust them an inch to give us the way out of that rotten corrupt gang of crooks.
Every ballot box should be tracked every step of the way by people who hate the EUssr simply because i have never met one single person who admitted to voting yes to join, have you? did anyone you know vote yes?

My sister my ex neighbour & friend both now have realised they were led up the garden path.
we were told we would be sovereign states/countries trading with each other with no mention of the Euro or European commission or changing our rights to a jury.
If Ukip down here weren't corrupt & weird they might stand a chance.
Chris I've said all along if Liverpool & all other cruise ports could have got together & worked out a plan for Liverpool to re-enter the cruise trade this would never have blown up into this.
As for an EU grant? bit of a joke really when you think we pay £14billion into that organisation we should get the hell out & use that money to pay off our debt.
As for jobs? how many have we lost to companies going to eastern Europe?
