Installation of 30 traffic lights to cause four month delays
JUST when you thought
traffic in Southampton
couldn't get any worse -
plans have been unveiled
to put 30 traffic lights on
one roundabout.
The council plans to install the
traffic lights at a major city roundabout
later this month have
sparked fears of yet more congestion.
Last week the AA named
Southampton as the fourth slowest
moving city in the country with
average road speeds of 17.8mph -
just behind London.
Now ten traffic lights are to be
put in place on Millbrook
Roundabout, with two lights each
at five different points.
And ten "toucan" crossings -
with two traffic lights each - for
cyclists and pedestrians are to be
put at the roundabout's five
approaches and five exits.
The work will take the total number
of traffic lights on the roundabout,
its approaches and exits
from none to a staggering 30.
Fears have been raised by the
Association of British Drivers
that the lights could cause permanent
traffic jams.
Regional spokesman Roger
Lawson said: "There are a few
cases where there is a need for
traffic lights. But the whole point
of a roundabout is that there
should be a continuous flow of
traffic. With traffic lights, vehicles
have to pause and this interrupts
the flow."
The Highways Agency caused
mayhem when it installed new
"intelligent" traffic lights at the
junction of the M27 and M271 last
year.
Thousands of drivers faced daily
motorway misery in what was
dubbed one of the "worst highways
blunders in the south".
They were forced eventually to
switch them off before changing
the way they were phased.
Nicky Hirst, of Southampton
and Fareham Chamber of
Commerce, said it was hoped disruption
from the latest work could
be kept to a minimum.
'Safety is key'
Grant Woodall, spokesman for
Business Southampton, which
represents more than 80 businesses,
said: "Safety is key but it is also
important for Southampton businesses
that the city has a good
transport infrastructure."
Roads are also to be resurfaced
and new pedestrian and cycle
paths introduced when work on
the Millbrook Roundabout and
Dock Gate 20 begins on April 21.
During the roadworks local
diversion signs will be put up and
a temporary 30mph limit will be
introduced on Millbrook Road
(including the flyover), Redbridge
Road and Tebourba Way.
Traffic bosses at Southampton
City Council have said that once
the work is completed there will be
better traffic flow and safety
improvements.
A council spokesman said that
"every effort" would be made to
keep disruption to a minimum,
with some of the £2m scheme
being carried out overnight.
A three-week public consultation
and traffic studies were carried
out earlier this year.
Council leader June Bridle said:
"This is a huge investment by the
council to improve Southampton's
road infrastructure. Southampton's
built environment and economy
is developing at a fast pace in
support of its importance as the
regional centre. It's essential we
improve our road infrastructure to
cope with this."
The city council has pledged to
invest £22m this year on a range of
mainly transport-related projects,
including maintenance works for
Millbrook and Redbridge flyovers.
The roundabout's new traffic
lights will add to Southampton's
current total of 102 traffic-controlled
junctions and 89 pedestrian-
controlled traffic lights.

Like thomas lewis way, the avenue, at most traffic lights ie the ones at st denys road and thomas lewis way.
Traffic lights at st james road / winchester road should be able to turn right when traffic is turning left from opposite direction!

I can think of two reasons for putting lights on the roundabout:
1. most lorry drivers coming into the docks drive like nutters, and
2. the site has been hit a few times by travellers.

Arrghghhhhhhh! The whole point of a roundabout is to prevent traffic jams and allow you to move when the way is clear! Traffic lights simply force the traffic to a complete stand still. How do the council constantly get things wrong! You would have thought they would have learnt their lesson after the M27/M271 debacle! And we simply allow them to keep doing it! Grrrr!

30 mph speed limit on the flyover during the works? Why? I'll tell you why - so the git in the little white van can nab "speeding" drivers coming down the other side of the flyover at 31 mph. Nothing to do with safety and don't try to tell me it is. Yet another licence for people to print money. It's a disgrace.

Take it from me, most people here at the council are in positions of power just because the council automatically promotes even the most braindead moron after a few years and doesn't fire anyone for being an idiot. I recommend you stop paying council tax, it's just wasted on meeting lunches and alike.

im sure our council is in bed with the traffic light company, i use that roundabout every day and there is never a problem with it why on earth they would consider clogging it up with traffic lights is beyond me!

Blame the docks and the idiot drivers employed to loadoff load there. Look the state of roundabout. I've lost count the amount of times speeding lorries have left the docks only to fall over as they negotiate the bend onto the M271 from the roundabout.
Why doesn't the council think radically and out of the box? Why don't they get ABP to stump up the cash for a tunnel directly off the M271 roundabout straight into the docks. Think of how the traffic would flow freely and how many accidents would be averted by allowing these lorries to travel ina straight line rather than careering around a poor designed roundabout. It's a winwin situation. The docks gets fast flowing container lorries straight to it's door and the local population can sleep soundly in their beds knowing that they are unlikely to get crushed in their cars. Chances of the council asking ABP to raise the revunue? Zilch! Time we had a decent council!

Traffic signal company is Siemens. Also M27/M271 horror was nothing to do with the council, Highways Agency and Mott McDonald squarely to blame.
I like the tunnel idea. Swampy and his ilk however do not.

I agree with Ted, a new link road from bottom end of M271 direct into the Docks paid for by ABP is the best solution. Demolishing the council owned Clover Nooke Flats wouldn't be a loss to the community!!
The Container Lorries are a serious road safety hazard, tear up the road surface and cause noise and air pollution to local residents

1) M271/M27 roundabout isnt in the SCC area.
2)Its a motorway roundabout so the Highway agency look after it
3)its in HCC area so they liase with Highway Agency.
This roundabout needs re-surfacing, and made safer for pedestrians as the lorries hurtle towards it without a care.

Maybe before you slag of SCC for everything you should realise
1) M271/M27 roundabout isnt in the SCC area.
2)Its a motorway roundabout so the Highway agency look after it
3)its in HCC area so they liase with Highway Agency.
This roundabout needs re-surfacing, and made safer for pedestrians as the lorries hurtle towards it without a care.

I am pretty certain a friend in the highway agency told me southampton already had more traffic lights per square metre than any other city in the county. I find it so frustrating the constant stop starting around the city. And to place them on a roundabout is surely pointless. The lights on the Charlotte Place roundabout are bad enough!!

Anyone notice how freely traffic flows when the lights fail at the top of Civic Centre hill? Ok I admit, it is somewhat dangerous when you get some that don't "cross with caution", but I am just trying to make a point. These lights are NOT going to help when there is a hold-up West of Millbrook roundabout which so often happens!

YAY OH YAY more traffic lights !!!!!!! I thought roundabouts where supposed to ease the traffic flow... but no, hey, let's have some MORE lights, so we can all sit and stare at the pretty red lights, while the road is perfectly clear in front..... I'm sure we could manage alot more sets of pointless lights and lets have them all controlled by a computer or someone who doesn't drive !! that'll surely bring the city to a grinding halt...

How slow do you have to be to work in soton council?
why fix something that is not broken?

Look on the brightside, they are talking about a resurface, its so potholed and bumpy at the moment that you need new shock absorbers after going round it a few times. I guess they want the lorries to flow in and out, but to be honest I think that a smooth road, and clear line markings would be a better and cheaper idea

You are very tiresome. Where do you think these "books" gather there information from? Real live data. Yes roundabouts work fine in clear to medium traffic, but in rush hour traffic (which this roundabout) recieves most of the time they dont, you sit there waiting for a so called cap and it lets out little cars a go, where as Traffic Lights can detect and let thru more cars than normally you would get.
The motorway roundabout a eastleigh is a good example, look at Stoneham Way, no lights and is usually backed up to Burgess road, other junctions with lights work fine.
Then the M27/M271 roundabout was a nonsense descion, but hey 8 months on, no-one says anything and its working fine, the biggest problem with that was "LACK OF ADVANCE WARNING" i.e they had none.
Traffic lights are safer and enable traffic to flow better during peak hours, without them its left to road users and the majority or these are bubbling idiots, stuck in there own self importance not letting people out safely etc.

James of Milbrook mentioned flying buses but more likely that the council will see the congestion and make Bus Lanes where 2 lanes exist to squeeze the cars onto a single lane. More money to make with extra cameras at these positions as well dont forget.

This is just another phase of the councils plan to first reduce the speed of traffic and then create traffic jams, so it can introduce a [bold]CONGESTION CHARGE[/bold]! Once the charge is introduced, they'll just tweak the timing on the traffic lights to [bold]slightly[/bold] improve the flow of traffic, in order to justify the charge. [bold]It's just another way to fleece car drivers!!![/bold]

There is indeed a problem with the Millbrook roundabout. It is however, nowhere near as bad, yet, as the brain-dead authorities think. And in any case, it will not be solved by sticking a load of traffic lights at all the entrances and exits. The solution is obvious but I wouldn't expect the local council to have the intelligence to work it out. Let me help.
The problem lies with the speed that the traffic flows round the roundabout and the total lack of lane discipline.
The first problem can be solved by putting in speed humps. If you slow down the individual speed of the car already on the roundabout, then other motorists will have more than a split-second to make the decision (or not) to enter the roundabout. The result is, car speeds go down but traffic flow increases - to everyones benefit.
The second problem can be addressed by clearer lane markings. For instance, when you enter the roundabout from Tebourba Way and want to turn left onto Millbrook Road West, how long do you wait until there are two clear lanes ahead of you. And how many times do you watch a car switch from lane to lane, usually at high speed, without using indicators, going from lane 3 to lane 1 before exiting? The answer is ... Well, sit there and count them.
An intelligent solution? Possibly, but don't hold your breath waiting for the council to make it happen.
More lights? Definitely Not!

There's a reason why traffic in Southampton snarls up so much; so many traffic lights that you can't go a few metres without stopping. Traffic lights are inefficient. That's why some Dutch towns are removing them altogether.

SCC have created issues with this roundabout, we are needlessly forced into one lane when approaching from terbourba way. they have made it one lane to turn right and one left when the majority goes right so we should use both lanes.
i pity the locals with stationary traffic at all hours.
this council have truely lost the plot when it comes to management.

We are for better or worse a city that is promoted as a shopping destination and gateway to the world, that needs good access into and through the city. Otherwise, people will stay away, and I'm talking about the ones 'they' want, not us folk who have to live and work here.

Also, there's large amounts of HGV and heavy traffic battling with local commuters coming too and from the port. As wealthy as ABP are they could easily raise the revenue by selling off some of their lesser ports such as those in Wales like Cardiff etc. These ports are not used as much as Southampton and they could easily sell off a lot of the land around these smaller ports for recreational use or housing and make a mint. They\'ve already started this; watch an episode of Torchwood and see how much of Cardiff has been sold off. Imagine how much traffic could leave the port if there was a dedicated route out? Also, as it\'d benefit the local community and the ports industry I\'m sure Gordon Brown would probably lend them a few quid as well. I have just bought my first property in Clover Nooke and i can say that the 'council' residents here are really nice. I have a profestional job and have managed to buy my own flat on my own!
