We're good value for money, says council head

THE leader of a Hampshire council which paid out £365,000 to councillors last year has insisted they are "pretty good value" for money.

Eastleigh Borough Council boss Keith House saw his allowances go up by 12 per cent to £24,226 last year while the bill for the authority's 44 members, excluding training and expenses, rose more than six per cent.

Councillor House said: "Councillors are pretty good value for money. They are dealing with multi-million-pound budgets on a l l owa n c e s smaller than those paid for similar jobs in the private sector."

They can claim a basic allowance of £5,478 plus extras for special responsibilities and training.

Cabinet members and party leaders were given an additional sum of between £6,400 and £8,530.

Cllr House, who claimed an allowance double that of most of his fellow councillors, added: "Cabinet members and leaders clearly put in vast numbers of hours. In stark terms, the figures look comparable with other jobs, but they are not because we are effectively on call 24 hours a day.

"We have meetings virtually every evening and receive calls throughout the weekend."

The allowance bill has soared by 29 per cent in the past two years as a result of a review which raised the allowances in 2006.

Mike Schofield, a campaigner with council tax reform group IsItFair, said he was shocked at the rises.

"It's a tremendous increase. I've never had anything like that increase in my life," he said.

But Cllr House said: "Our allowances are only reviewed every four years and the panel came to the conclusion we had been underpaying ourselves."

He said: "The underlying issue is, regardless of party, we are in it because we want to do a good job for people. I certainly wouldn't do it otherwise as I could earn vastly more working in the private sector."

He added by keeping council tax below inflation for three years councillors were "saving residents money".

Cllr House, a full time politician, is also a county councillor, board member of Seeda, the regional development agency, and the Hampshire Fire and Rescue Authority. He claimed £54,000 for all his public roles last year.

His partner Louise Bloom is among his Cabinet on Eastleigh council. She claimed £13,089 in allowances.

Absolutely mad! How can such an amount be justified in "personal allowances"? The Cost of living is extortionate, but I haven't had a 29% pay rise in the last two years, my pay rise is below inflation like everyone else who pays the rediculous amounts of Council Tax to see it WASTED!

So Councillors and MP's are self-proclaimed 'value for money'. Funny that no-one else thinks so. There are lots of things I'd like to see my money spent on, and it doesn't include Cllr/MP's holidays, pension funds and exclusive executive homes.

Now i know why they can not give the low paid workers of the council a 50p an hour pay rise. Its because they have taken all the money through lavish expenses.

I know for a fact that an eastleigh dustcarts go out of their borough boarders to empty an councilors bin, because they live just out side of the council area they serve. They even put glass boxes in the same Winchester council road, just off pitmore lane because he asked for it, wasting eastleigh taxis payers money. Thinking he can get special treatment, in fact they all expect it.

Good value for money?

A fortnight in florida is good value for money.

Using your own council tax to make your own home improvements is good value for money. Giving it away to someone who already earns £50,000+ is not.

It's like the master card advert isn't it.

Once again we hear the private sector card played, they are not in the private sector - failure to perform in this sector means a short career, in politics - failure has a habit of ensuring promotion.Decisions made in the knowledge that the ratepayer will just have to cough up when it goes pear shaped could be easily made by a trained monkey. I do however, despise the modern "professional" politician, whom has achieved nothing in life. Whilst I accept we will never go back - there was the kudos of SERVING the public - now it appears its grasp what you can, and preferably get a member or two of the family in on the act too. The answer is in the hands of politicians, many of us are fed up with being taken for granted, and treated like children , by second rate, morally bankrupt and in many cases intellectually inferior politicians.

I thought they did it to serve the public and do whats best for the community. It is apparent that they do it for power and to line their pockets.

If i want value for money i will go too boots and get my self a 3 for 2 offer.

How pathetic most of these comments are! Sad bitter people who begrudge paying any tax and expect decent public services. I used to work for the council and left to gain a larger salary but have nothing but respect for my ex-collegues. The Echo should be embarassed banging on to get the same old cantankerous idiots ranting on. Please try and be a bit balanced and less boring

It's clear that councillors have no real interest into what we say as none of them ever post any comments on this site.

Are they scared or just too busy spending our money in IKEA or currently travelling first class on BA to the BVI's.

They have no real purpose in our lives but to spend our taxes and claim it's money well spent. I'd sooner buy a years supply of Bananas and have chimps run our councils.

£2,000 per month in allowances is quite a lot, if he thinks this is good value could he table it for us to see. Councilors seem to always cry about "private sector earning more money" Why dont they just provide us the tax payer with value for money. Could he provide us with a private sector job where you could claim 2,000 per month in allowances in his borough?

DaveyB claims the people who have contributed here are sad bitter people, cantankerous idiots- well balanced argument ! People have no other way at the moment of expressing their disgust, I admire your loyalty for your late colleagues. The establishment has begun to see the writing on the wall, and it is my belief that parliament will be forced to clean up politics at all levels. However, I am willing to concede that during the last ten years the national government, have set the agenda, and local politicians have followed suit, that does not excuse their excesses.

The most disgusting thing here is that Keith House, gets £24,226 in expenses. That's about £9.000 more than a litter picker wages for the year at the same council. They are on about £15.000.

Eastleigh council you should hold your heads in shame :o(

Plus to think that the workers at eastleigh have to strike because these greedy guts tell them they can not afford to give those workers an extra 50p an hour and that times are hard for everyone and the the workers must tighten their belts.

I think that the answer maybe to privatise the HCC, etc. That way the councilors would be able to claim their 'rightful' wage. The next time around, lets have management companies up for election rather than individuals. Just a thought.

DaveyB - Ding Dong makes an excellent point, leadership is and art, but the main principle is - never ask anyone to do something you are not capable of doing yourself. Asking people to suffer for the cause whilst increasing your own perks, is disgraceful and yes it does indicate the type of people that wish to become councillors. Big boy makes a good point too, it might just remove the rank amateur that we have running things.

Not forgetting that HCC recently cut wages to bring them into line rather than increasing those which lagged behind! And then Cllrs vote themselves pay-rises on top of their extortionate allowances. Cllrs juggle money and set priorities as they see fit, that is all. Then cream off enough money to live the life of luxury while those who actually do the work struggle to pay bills each month.

privatise is the problem it breeds greed,and that greed has to be paid for,another problem with privatise is the cost go's up faster than state controlled and the workmanship gets poorer

I agree. Outsourcing and privatisation often ends in disaster in these situations and damages good working relations. Don't forget that the councillors would remain untouched while the people actually doingthe work would be the ones worse off. It's a lot more expensive, because all those little favours that used to come for free suddenly become costed extras which haven't been accounted for in the contracts. Privatisation is all about money and shareholders, not public service.

In our submission to the Independent Revue Panel recently, we suggested that all councillors should fill in an attendance sheet so that the electorate can see if and which councillors are pulling their weight. I understand that HCC councillors must attend one full meeting of the council every six months, otherwise they might get their wrists slapped. Before the Cabinet system was installed by a Local Government Act in 2000, councillors did make details of attendance available. So the conclusion must be, more money, less accountability.
