Communities will be able to tackle speeding with two new speed cameras.

The handheld devices, costing £2,500, will be used by volunteers in Titchfield, Hill Head, Stubbington and Warsash to record the details of cars breaking the law.

Anyone caught speeding three times will have their details handed to the police.

The scheme is being run by Hampshire County Council, Fareham Borough Council, the Titchfield Trust and Warsash Residents’ Association.

unless the checks are done each time before set-up as per DoT regulations, each measurement is invalid. The user has to check ALL delimiter signs into the area being checked and note the time and date they did it. Just one of the observations making this totally pointless....

Of course its pointless. It just gets some OAP's out and makes them believe they are actually doing something. They are not using hand held cameras, they have the indicators which the driver can also see by the side of the road.
