Are unions running the council?
1:00pm Tuesday 20th November 2012 in News
By Matt Smith, Politics and business reporter
THEY helped Labour sweep to power in Southampton, now attend high level council meetings and cost the taxpayer £200,000 a year.
Opposition Tories say the trade unions are calling the shots and dictate policy in a “back door” takeover of the Civic Centre.
But the unions themselves insist their new influence at Southampton council is merely a return to good industrial relations.
The Daily Echo can reveal that since Labour was elected in May trade union representatives now attend the monthly top level meeting of the council’s management board made up of the chief executive and council directors.
They can also sit in on regular Cabinet member briefings with senior officers as well as officer decision- making meetings, all behind closed doors.
Tory group leader Councillor Royston Smith claims unions are now “dictating” policy and said it was time to slash council funding for union reps as the council goes out to consultation on its deepest ever budget cuts and record jobs losses.
Mike Tucker, branch secretary of the Unison union, the largest at the council, said the access was nothing new, but a “re-activation” of a series of consultative groups that came to an end under the previous four-year Tory administration.
He said the meetings were an opportunity to raise issues or discuss policy initiatives to “improve the way the council works and try to identify problems before they arise. It’s what happens with most employers.”
Mr Tucker said: “Despite what Royston Smith says we don’t run the council. We have the opportunity to influence decisions but it’s the full council that makes the policy decisions.”
He added union representatives met with council officers more often than with Labour council leaders.
“We are not meeting with the Labour administration on a daily or even weekly basis,” he said.
Yet trade unions were given a confidential copy of the budget a week before it was published and Unite, the union, breached a council embargo by an hour to release the headline details of the cuts.
Council leader Councillor Richard Williams refused to give even an early hint of the budget when quizzed by the city’s pensioners’ forum the same afternoon.
Cllr Smith said a preference for losing jobs over pay, keeping services in-house and being hostile to sharing services had all fed into Labour’s budget approach.
He added that the Labour leadership had little room for manoeuvre because of commitments made to the unions in the run-up to the local elections.
He pointed to a recent Cabinet paper on a new redeployment scheme as evidence of union influence.
It initially recommended consultation on the details with “staff and unions” but was amended to just “unions”. Nearly half of the council’s 4,000-strong workforce are not union members. Cllr Smith said the amendment gave unions greater power.
“We all go through the process of trying to get elected so we can further our own aims, but the unions have not bothered to do that. They have got Labour elected through their big election posters and publications and now they get to sit in on every meeting,” he said.
“The unions are a massive influence.
"They have put themselves in charge of running Southampton City Council by the back door.
“Labour are run by the unions which is a throwback to the dark old days of the 1970s.”
Unite branch secretary Mark Wood was unavailable for comment.
Council finance boss Councillor Simon Letts said: “Like all good employers it is sensible that the council consults with its workforce and staff representatives have been invited to attend briefings with cabinet members if they wish.
“We feel this approach to staff relations is better than the previous administration’s.
"Their approach left a million uncollected bin bags on the streets of Southampton and left us with the worst local council staff relations in the country.
"Due to the vast scale of Government cuts it is important that we work closely with staff and their representatives in these very difficult times.”

So as I've said before two Union Conveners/shop stewards looking after number 1.
Restore pay & cut jobs but not mine?
We voted in a Political Party to run this city not the Unions.
Is this why we had a year of disruption? was this what Labour promised the Unions if they helped Labour get elected?
So they were in on the closing of Oaklands Swimming Pool & in on 1-10 refuse jobs going?
They forced the last council to amend a proposal so those above £22,000 would only receive a 2%pay cut & then it would rise up to 5.5% cut paid for with the Unions insistence by 80 permanent jobs?
So these Unions are for the Workers?
Why can't we have an election so we can vote out the Unions?
Oh! that's right we never elected them in the first place did we?

This brings to mind an old saying about pots and kettles.
It’s blatantly clear from Mr Murray’s twitter, that he’s following the same old conservative line of bashing the BBC, labour and the unions.
It would be nice to see if the elected leader of the council would ever get the same column inches as the diminutive slaphe4d Mr Smith.

corruption. nothing new. Unions are only interested in one thing and so long as gullible members keep paying their subs, the leaders remain in their cushy lives taking the big free ride.....Thankfully for the union leaders, their members are mostly too stupid to realise they are "less equal" than their masters and have never read any George Orwell books.
I like the way it says that the union reps sit in on meetings to help pre-empt any any future problems.....well they haven't done too well so far, have they?

Perhaps Smith and his Lemmings cant stand the fact that the current Council can and do negotiate and communicate with Unions.
.
Perhaps its time that the beaten Tories considered replacing their continually failing and unpopular leader.
.
Perhaps there is some truth in the Unions claims that the Echo IS politicallt biased in favour of the Tories .......... How sad

To answer the question, how many votes do the unions get on these top level meetings. Unions (everywhere they are recognised) are entitled by law to a reasonable level of consultation, and also to reasonable time off for trade union activities.

That is all above board. We know where those funds come from.
Perhaps you would now inform us all where the Tory Party gets its funding.
It is not from the Unions. I think we would agree with that.
I seem to recall that there were a number of donors who live abroad, and that is where their money is, for tax avoidance purposes.
Was there not a Tory Party Chairman that took advantage of this?
How many members of the CBI make contributions to the Labour Party as compared to those who donate to the Tory Party?
Unions have to publish their accounts and those accounts show what political donations have been made.

The two sides in the SCW were the Republicans (those on the side of the legitimate government) and the Nationalists (the fascist rebels under Franco).
But, of course, the far left being what it is, various factions within the Republicans preferred to purge, fight and eliminate each other rather than fighting the real enemy – Franco and the Nationalists.
So, if I assume your almost undecipherable phrase “The Franco / Hitler atrocities that Republican side” to mean that Nazi/fascist protagonists were in fact Republicans, you are yet again revealing your lack of even basic knowledge of this conflict, your inability to have learnt the lessons that most on the far-left already have and your total failure to research the subject before posting.

It doesnt seem appropriate to me.
Seemingly as ever with the lefties, everyone is equal, but some comrades are more equal than others.
Every worker should be given equal consideration, and access to consultation, policy should not be allowed to be dominated by protecting and feather bedding unions and their members.

the Unions sat in on the decision making over Oaklands Swimming Pool,Next years budget,
Yet knew nothing about the Pool & were outraged,
New nothing about the Budget & again were outraged called a mass meeting ( 300 out of 4,000 turned up) decided to not buy the Echo why not?
No strikes why not?
blame the Government why?
Before the meeting where they voted on the councils proposal to stop industrial action it was passed I wonder Why?
Surely the Unions were in on this & set it up so was it not going to be passed?
They agreed to lower redundancy payments & lower Pensions & not taking legal action & then SURPRISE,SURPRISE Labour announced next years budget?
The Unions must have known at that vote what was in next years budget so why didn't they tell their members then?
Why or what were they promised?
They are now asking for enhanced severance pay/redundancy pay exactly what they have just voted to reduce & after they knew what was to come?
Williams couldn't tell OAP's about the budget but UINITE had already released it?
How any Left winger on here can dare defend any of Labour or the Unions actions I don't know.
Of course the Unions can block anything they don't like so we must take it they like next years budget?
So they must be happy if the Tory application for a grant for weekly collections fail will they still be happy when 1-10 go ( jobs)?

It seems crazy
Surely there is a conflict of interest here that any council worker who is not in a union should be worried about
It is time for ALL the council workers to join the unions, and for the workers to vote down those who wish for strikes, and to kick out any leaders who seem to prioritise political aims over the job security of the work force.
It seems clear to me who had the best interests of the workers and residents at heart, and that was the previous conservative council.
It would have been much better for everyone to have had a small pay cut, than have the service cuts, job losses, and wasted money in redundancy payouts that are resulting from from the decisions of this labour council
It is such a shame that so many people are ideologically opposed to the conservatives without understanding their policies, or the lack of sustainability of labour and union policies. They will sadly suffer because of it, as the effects of labour's approach bite. It was completely obvious that those working towards a labour council via union discontent etc would be turkeys voting for Christmas, yet how is it possible to get these people to understand?
More of the council workers who had the sense not to vote in favour of strikes need to have the courage to actually vote against next time.
There will be so many families who suffer because of jobs lost unnecessarily by labour. So many residents who lose services they rely upon because labour are not brave enough to take the tough decisions.

That's just it, the massive majority of moderates within the unions need to stand up for themselves and take back their unions, seeing what has happened, they should call for votes of confidence in their leaders, seek to remove them, and put in place moderate leaders and reps that they can trust to negotiate effectively with whatever party is in power, not choose people who will simply operate as ideological agents of council regime change allied with Labour.
The conservatives should be recommending that EVERYONE joins the unions in their workplaces. Unions should not be abandoned to be run by the hard left, members should feel confident that they can vote down strikes and vote out militant reps without fearing repercussions.
I am not against unions having a degree of power, there needs to be a reasonable counterbalance to the power of employers, but we need to see that power intelligently used by people who understand both political and economic reality, and the implications of their actions.
There is no value in having labour controlling the unions, and vice versa, as you end up in a death spiral of excessive taxing and excessive spending which we have seen too often over the decades whenever labour get in power.

Unions shouldnt be able to dip their hands into the public purse to be financed, particularly when they do not seem to be working in the interests of the taxpayer, or even the entireity of their membership
If workers choose to give a proportion of their pay to a political party or union, that is up to them, but they should be able to choose who and where it goes to, and the amount.
I do not believe it is reasonable to have union officials funded by employers, particularly when the employer is the state.
It is sickening to see unions leaders being paid a fortune yet seeing Labour and the Unions putting in place policies which lead to job losses, some of which could have been prevented if they had all collectively taken a small pay cut.

You should of seen the letter that was sent out to Unison members, about the support to don and keith over there actions, and yet the TUSC who was all ready supportting Don and Keith actions condemed the TUSC and do not support the TUSC over the matter, many of Unison members I have spoken to think Tucker as lost the plot, and wanted to know how can you support Don and Keith but not the TUSC who are all fighting in the same corner.

I do see a problem with asking people for their opinions regardless if they're union rep's or not
they both agreed they sit in on all Labour decisions or committees so your saying they don't?
Over the edge in certain countries they are not allowed to read any non state papers or get into trouble.
Do you think it was right of Tucker to say we will not buy the Echo?
Before the local elections I & many other Tory supporters could quite easily say the ECHO was Anti Tory but realised it was just a way to sell papers so how come this leader of men ( he's a joke) can't accept this?
I wonder if this paper lied & said how great Mike Tucker & Woodland were great for this city would he have called for a vote so banning his members from reading this paper?
You are not a Tory fine but look at what's coming out now!
Tucker & Woodland knew way in advance what the budget was.
Back when this paper did an interview with Williams & he stated 1-10 refuse jobs to go & fortnightly collections plus 1,500 more jobs to go but then had a meeting with his party & both Unions.
He then accused this paper of lying as he never said it?
So the Unions knew the Labour plans then way before the finalisation meeting that took place early this month.
So for them to accept a deal where their members threw away court action they were told by their unions it was a no brainer we'll win.
Also they lost redundancy pay ( lower ) & have lower pensions & according to this they had input to the budget before that meeting so their members have been conned by their own unions.
Now the unions are asking for improved severance? why to say look what we got you?
yes look what they got the council staff Lost jobs.
If your in these unions & a council Worker vote these idiots out & look at the Tory pay cut deal & the Labour alternative & see as this paper has which one leaves more in jobs

Williams let it slip in this very paper only then to call this paper liars & to say he was mis quoted after a meeting with those two unions?
Surely it would do your party a power of good to show how they've been lied to by both Labour & the Unions?

Do you remember the Echo headlines when we had a Tory Council?
Do you remember the Echo printing very Pro Union articles?
Did they not give over a whole page to a Williams interview?
Did he then not call the article as being mis-quoted? yet it's been proven to be very right yet no apology to the Journalist from Williams?
I & many other Tory voters could have said the Echo was Anti Tory when in fact they were looking for headlines to sell papers.
So why is it now that Labour & the Unions are on the back foot it's the Echo's fault for being Pro Tory?
you of the left are having a laugh aren't you?
Maybe if Williams & the council & the Unions tried to tell the truth for once the Echo would have nothing to print about them ever thought of telling the truth?

Sounds like the Daily Royston is at it again!
Or are you still under the illusion that Williams doesn't lie?
Say what you like about Royston but all the interviews in this paper & on Telly he spelled it out as it is no matter how unpopular it would make him.
he has been accused of many things some totally disgraceful insinuations but you still attack him?
He said pay cuts you got pay cuts, he said it would preserve refuse jobs he employed more permanent refuse workers ?
Williams said then didn't say only to now say again 1-10 refuse jobs to go & fortnightly collections.
Only through Roystons actions has that not been announced as it was the Tory council that put in for the grant to keep weekly collections so safe guarding those jobs.
if it's unsuccessful let's see how long we keep weekly collections & how many jobs go?
Then we'll see if Royston deserves all these attacks shall we?

Sure there are good people out there, but as soon as their ideas compromise the power and control exercised by their union, religion, political party, whatever; then they're made history in short order.
That's how the human race has ended up with mediocre or worse 'leaders' in positions of power everywhere.

How droll, I have tried to read all the posts on this article but have not noticed any that actually address the main point of the Echo's article. I have difficulty accepting that the unions helped the Labour group to seize power when at least one Labour candidate was beaten into second place to her Tory opponent due to more votes than the difference between them being taken by the TUSC candidate. Had he not have stood there would now be one more Labour councillor and one less Tory. The only people to help the Labour group to take over were in fact the previous arrogant useless administration and the electorate who where sick to the teeth of them. I have noticed the expected comments on the union paymasters but am personally aware of the methods used by the Tories to encourage rich property owning party donors to cough up, in fact within days of coming to power C'moron overturned the legislation we had taken over ten years to persuade the previous, also useless lot, to enact on HMOs. So very very obvious. One thing I would like to know and perhaps there is someone out there who can help. Does Newsquest have any connections to the Murdochs?

I have never met him so you can't be referring to me can you?
You support Labour locally & Nationally?
Is that why you never attacked the last Labour Government when the stole £25million from our City's budget to give to the North?
So you were thinking of the well being of this city were you? yet again you never said anything against the cut in funding by the Labour Government why not?
No this is not a rant but seriously trying to work out how you give a **** for this city?
you only give a **** that Labour are in control no matter how bad they are.
Did you love June Bridles Council?
do you like the Fact Williams & Jacqui Rayment have been proven Liars?
talk about me being a Hypocrite ? well if the cap fits wear it & I guess your wearing yours?
So when this city is deep in the mire because of the bad handling by this Labour Council as it was under Bridles you will still say they're good for this city?
None so blind as the blind,I hope the people of this city can see how ridiculous people like you really are.
Even Southy knows the Labour Council have done nothing but lie he also knows that Williams did say 1-10 refuse jobs to go plus fortnightly collections & to top that 1,500 more jobs to go but I bet you don't agree that he said it do you?

On top of that to disgustingly post that you are worried about your wife going outside because of it ....... is from the mind of a mad man.
.
To cap it all, to post to Para Bahia these lies is quite simply down right vile.
.
You are a disgusting little man and yes, now you've asked for it, the proof that you are a LIAR
.
THATS THE TRUTH
But I'm married & have my wife to consider.
I also told people my wife is a devout Christian who believes people get their **** uppence when they go in front of GOD.
I would love to meet up with an idiot like you just to see exactly what type of man you really are.
But I love my wife & if she doesn't want me to I wont,
BHut unlike you I'm no coward I've printed my name but you come on here call me a liar so come on BIG man what's your name?
I told you & Paramjit I was threatened well asking me to meet someone in a pub as one poster did isn't that threatening?
I've never asked to meet you in my Rugby Club & wouldn't as I have better things to do with my life.
I see your trying to pally up with Ironlady?
You are a total waste of space exactly where do your insults lead to ? exactly what do you want to come from this type of attack on me?

Moan Ranger I have a healthy interest in seeing Southampton do well, that's why I am a Tory supporter.
I think people in power should be honest an set an example to the young.
Thanks for your comments Loosehead, you tell the truth and support the Tories well.
All have a good day what ever your views.
.
Drop the silly name "changing" and we can agree to disagree ....... But not with your mate ........
What an embarrassment to the left you are your not a councillors wife are you?
.
Some of your comments that are readable really do show up the small minededness of you and really not the work of a person who is allegedly in the "community".
.
Perhaps you should excersise your litery knowledge writing a political blog in the Allotment Times ....... or an explanation to our younger readers on what the difference is between a Rod, Pole and Perch.
.
Anyway ...... would love to post all day but i have a business to run and pay taxes to keep people who cant, dont or wont work
Like Southy you can only see one thing with him it's Maggies fault with you it's not Labours because they're great?
Do you belong to the Pre Young Labour group who promised a referendum on the EU or are you Pro EU?
.
Total gibberish ....... What the hell has your question go to do with anything
You are out just to attack anything I say as you know Labour & the Unions have been found out So why not just admit your Party conned the Workers with the help of Tucker & woodland & totally lied to get elected or are you to intelligent to do that you know unlike your leader TELL THE TRUTH
.
Most of the time you change the subject. Now whether that has something to do with a very short attentive span or you are quite simply stupid i am not too sure but i sometimes wonder if you should be out on the streets after dark.

Irrespective of your next post on here there will be no response and i will no longer respond to your pathetic mentality.

If he had been prepared to Negotiate instead of Dictate, then maybe, just maybe he would still be leader of the City Council.
