Weekly bin collections in Southampton saved by £8m Government cash

Weekly bin collections will continue in Southampton
WEEKLY bin collections in Southampton have been saved by an £8m windfall, the Daily Echo can reveal.
The service was set to be axed amid widespread spending cuts. But today the Government confirmed the city's bid for cash had been accepted.
Southampton was awarded £8.28m from the Government's Weekly Collection Support Scheme.
Communities Secretary Eric Pickles said: "Every Englishman has a basic right to have their household rubbish taken away each and every week - it is the most visible council service people get."
Reacting to today’s announcement, Cllr Asa Thorpe, cabinet member for environment and transport, said: “This is the news we have been waiting for and it’s great news for the people of Southampton. Weekly rubbish collections are safe at least until 2017. We knew we had a great bid, and that’s why I took the risk of increasing the amount requested to take into account extra service improvements to glass recycling and home composting.
"It’s a tribute to our officers who put the proposal together that we have been awarded the full £8,280,000 when the scheme was oversubscribed nationally. I’m happy to say this had cross-party support within the council and I thank those councillors who also lobbied government on behalf of Southampton and our bid.
“Today’s announcement means our budget for next year will be amended to take into account this ringfenced funding and it will mean that we can keep safe more jobs in our refuse team.”
The council will receive £1,973,000 in this financial year, £3,352,000 in 2013/14 and £2,955,000 in 2014/15.

There is potentially more money to be had from central government starting with the £1 million p.a. that Eric Pickles plans to withold from Southampton if the Council doesn't levy a 0% Council Tax increase.
Although this falls well short of the £9 million grant cut by the government, the extra £1 million could help safeguard valuable jobs and services that are otherwise under threat.

How on earth can we hope to change peoples' attitudes to recycling and waste when we keep pandering to the worse possible practices?
Alternate fortnightly collections are becoming almost standard throughout the UK and present very few problems. The removal of a huge free weekly waste removal service concentrates attention on changing lifestyles so that we all tread just a little bit lighter on this fragile planet.
There really are no logistical, environmental, health or pest problems with properly administered alternative fortnightly waste and recycling collections.
If a weekly collection is to be retained then it should be for recyclables – and the categories extended to include all plastics and glass.

Wasn't it something Cllr Williams wanted to go to Fortnightly Collections with 1-10 refuse jobs to go?
This was a great legacy the Tory Council have left us with.

Yes, that aspect is excellent - but pandering to the weekly 'throw-away society' brigade does nothing to help either the environment or council finances; and more than negates the kerb-side glass recycling improvement.

Have been to Nicholls Town(and other places) on the morning of collection? Its a disgrace the amount of waste that is produced in a week.Every recycle bin is contaminated because people plainly just dont care. This attitutude spreads itself pretty much through the city and beyound. Why? The fact is there is no enforcement in place and the vast turnover of population the city suffers from(students and temporary eu/asian workers. Just the way it is Im afraid.
Council policy is that recyling is voluntary so the problem is therein.
Who after 15 yrs or so of wheelie bin collections or so is going to tell a ever increasing immigrant population that if you dont recycle correctly we will fine you. My point is validated when the "good" recyclers,generally speaking" are located in areas away from student and city centre areas.

I agree successive administrations have done very little to change attitudes, but does that mean we should just accept the filth and squalor you outline?
Sorry, but I say no. And what's more, £8.5m could have gone a long way to changing attitudes rather than reinforcing the throw-away society.
Other authorities have done it. It just requires a bit of leadership rather than surrender.

After the labour councillors tantrum I contacted a Tory Councillor to ask a question on your behalf about if they would still work with the Labour council to get more funding from the Government they said they would.
They said they were constantly pressing Government for the grant for weekly collections.
Cllr Thorpe without saying Tories said this.
I thank those councillors who also lobbied government on behalf of Southampton and our bid.
So if you don't want polite debate please continue with this sort of post but please don't expect me not to retaliate & this time there will be no apology from me when you threaten to quit posting

At least I didn't call for my work colleagues to lose there jobs so I could get a little more pay did I ?
Once again why do you work for our city council when Eastleigh might need you?

I would congratulate any colour council if they decided to allow council tenants to have Solar Panels.
If Cllr Thorpe actually said thank you to the Tory Party for lobbying parliament to get us this money instead of just saying all councillors I would say well done Cllr Thorpe for putting praise where praise is deserved.

We need a shift away from the throw-away society. Weekly collections do not help whatsoever in the change of attitudes that are necessary if we are to start to tackle the waste and recycling agenda in an environmentally sound way.

But I know to well that when the Torys held power in the Council, Labour often voted with the Torys on the same things, they never at any point put up alternative budget to be voted on, you never see any thing from the Labour party till they knew that they would have control of the council and then it was in there manifest and not in the council chambers, but as for job losses there was only about 100 jobs losses diference between the Torys and Labour, both partys are committed to cut jobs and services, and sod what the effects would be on the local economy.
It was the TUSC that said the council should fight government for more tax money returns.
At the moment its only the TUSC that is saying central Government should not have any council tax money, it all should go to the city to run the city and not to central government to be able to dictate to councils

I wash tins, empty milk cartons and recycle them. Can you honestly imagine others to do the same when they can't even respect their own neighbourhood?
I'll give an example, Tonight I cooked lasagne. The pasta came in a cardboard box (recyclable) The mince in a plastic package (recyclable), the jar of white sauce (recyclable) The Dolmio sauce (recyclable) The cheese came in plastic (recyclable). The salad came in a packet (recyclable).
I haven't yet used my bin! Even the oxo cubes are foil wrapped and can go in (recyclable).
Until fines are imposed we won't see any change.

There is no need for job losses. Increased recycling, including glass and green kitchen waste will not only help to encourage the required lifestyle changes but will also take up the employment slack caused fortnightly waste collections.
We seem to be almost on the same side on this one at a personal level - it's the dinosaurs at the Civic (officers and councillors) that need to get real.

We did Millbrook estate & the Channel islands estate we dis previously do A big chunk of Freemantle & Shirley.
Even with weekly collections both bins would be full with junk in both of them & plastic bags on the street.

I like you am 100% behind recycling but how could you change these type of peoples attitudes?

he was rubbing his hands with glee,China was willing to pay top dollar for all recyclable materials so he had an army sorting through it.
Here there was talks of giving you a pay back for recyclable goods( full bin) on your council tax what do you think would get a change in attitude?

Yes, council tax rebate for recyclables could work.
An extension of what they take for recycling - all plastics and separate kerbside glass collections - would also be advantageous.
Perhaps 'pay by weight' for the non-recyclables - you get a free allowance (depending on household size); you are charged if you exceed and rebated if under.
All these things have been tried (although some not in the UK) and they work.
But the cheapest and most efficient starter for the re-education that is needed is the very simple adoption of fortnightly waste collections. Every authority that has introduced it has seen a reduction in waste and an increase in recycling. You only need to look at all Southampton’s surrounding authorities to see the positive results.
