I recall very clearly a comment made a few years back before things became so politically correct that hard common sense advice could not be said, even tongue in cheek. The comment came from a very senior Police Officer who was sitting with a committee comprising a range of idelogues from conservative to left wing wrist wringing apologists. I was of the conservative ilk.
The topic revolved around crime and criminals and imprisonment so was a fertile ground for the lefties. All of those with a pragmatic perspective had become so bored with their philosophy that we were looking for an opportunity to call proceedings to a halt. When out of the blue the old Police Commander said, "I have the solution to this crime area, let's just put a f--king big fence around the whole f--king area and call it a prison - problem solved."
Needless to say the committee broke up into fits of laughter or idignation based upon ideology but finished straight away.
A long story to describe what should happen to parts of weston and other similar areas - put a f--king big fence around designated parts and control the movements in and out. Problem solved. Now let us await the lefties gasps at such a terrible solution.
