Eastleigh residents to get a third bin for garden waste

THOUSANDS more Hampshire residents are being asked to pay for a third wheelie bin outside their homes.

Civic chiefs in Eastleigh want new 240-litre garden waste bins to replace the 120-litre sacks currently used for the collection of green material including leaves, small branches, weeds and hedge clippings.

Residents, who already have separate bins for household waste and recycling, will pay an extra £5 a year, with the service moving from a weekly to a fortnightly collection.

Council bosses believe they can rake in an extra £159,000 a year while boosting recycling rates by more than two per cent.

But the proposal, out for consultation until May, has already sparked concern over the number of bins outside homes.

It comes after bosses at Southampton City Council caused a storm by unveiling plans to charge residents up to £55 a year for a similar scheme.

Nearly 11,000 people use the sack system across the area covered by Eastleigh Borough Council, paying £30 a year for the service.

The new bin proposal would cost users £35 a year.

Peter Smith, from the town’s Aviary Residents’ Association, said the matter was due to be discussed at the group’s next meeting.

He said: “Personally, I think it is aimed at making it easier for people, but three bins outside your house is a fair number. The bottom line is that the cost is going up again.”

Penny Valander, from the Boyatt and Allbrook Residents’ Group, said: “The bag is much more flexible and you can take it wherever you need it.”

Consultation over the move comes just weeks after civic chiefs gave the green light to start replacing its 240-litre capacity household waste bins with new 180-litre versions.

Civic chiefs want to increase the amount of recyclable materials collected by nearly seven per cent in the next two years.

Councillors were told: “Studies show that, in the majority of cases, residents find the move to wheeled bins an improvement to the service as it means their garden waste is easier to move and store.

“In most cases, users of the garden waste service have sufficient space to store the additional waste bin.”

One Eastleigh resident, Helen Martin, said taking on another wheelie bin would mean leaving out five of the plastic containers.

The mum-of-four, from Nutbeem Road, already has four waste and recycling bins because of the size of her family. She also has two small food waste recycling bins and a glass recycling box to put out.

Helen, 39, said: “Just looking down the alleyway you would say there are enough bins already – you can only add to this number so many times.

“You get people on a Friday and Saturday night coming along the alleyway and pushing them around. We’ve already had somebody set fire to a bin in the past.”

Why do we not do the same as the Spanish?

At the end of most roads is a big wheelie bin station and you can recycle etc...They are emptied Every day.

The lorry needs just one person the driver. So costs are kept down and the risk of disease.

Plus nothing looks unsightly. Like our horrible bins.

Most old people have friends or neighbours take the rubbish to the bin for them.

I've stayed in Spain and France where this system is in use and every time i see it I wonder why it's not adopted here. Much better system, cleaner, tidier and, I would guess, much less expensive to operate,

And what with all the pubs and post offices disappearing the communal bin could become the new place to catch up on local gossip ;)

How about, instead, EBC, pay their residents to do the sorting for them, rather than trting to think of ways to screw even more money out them? Based on the local area plan the council seem to get £££ per person living in the borough anyway?

this is the best way to go my parents live in Spain and there are not loads of unsitely bins everywhere and the streets are a lot cleaner
maybe its because they respect thier neighborhood unlike most people in the uk

We already have 3, one for non-recycleable rubbish, 2 for recycling, I'd love a 4th for garden waste, the green sacks which don't fall apart get nicked, a bin with numbers would be much preferable.

Think its now time to follow the Dutch and Spanish ..They Have a collection point at the end of each close. My sister lives in Holland and she simply takes all her refuge to the collection point.....Some houses are far to close to the roadside to have 3 bins......Look at Northam You can not walk on the paths as wheelie bind are left roadside.

Perhaps the Greens should stand up for people in Southampton - why are they not testing Southampton in the courts. The pollution caused by the toll booths on Itchen bridge must surely be against international treaties on clean air.

What was wrong with sacks? The council have just thought up another 'hidden' tax.

Does anyone really know what happens to the garden waste once the coucil collect it? Why not have a free collection service with the option to buy bags of compose from the council.

At least Eastleigh recycle more than Southampton.

A number of years ago Southampton City Council decided not to proceed with a glass recycling scheme but have a garden waste service instead. Presumably as more money could be made from selling compost than could be made from recycling glass.

Now residents have to pay to recycle garden waste and the council will only collect the usual plastic and cardboard. I'm sure they'd charge for this too if they didn't have recycling targets to meet.

Soton are going to introduce glass collection at last.

I will not be paying £55 a year for garden waiste. I will compost my own

In my view Eastleighs system is better BTW...always something to grumble about
