PAUL May decided not to tell police who was driving a Peugeot 406 alleged to have been involved in an offence last July.
His refusal has led to him being fined £190 and told to pay a £20 victim surcharge and £40 costs as well as having six points put on his licence by magistrates in Basingstoke.
The case against May, 46, of Kingsdown Way, Townhill Park, was proved in his absence.
