Traffic queuing back to Ringwood on the westbound, surely you mean the eastbound?

Not if it's queueing back to Ringwood. That's eastbound traffic.

Irrespective of which way is which, if the car has come off the road and is in a ditch (1) How can the road be Blocked & (2) as the road is not blocked, how is this causing tailbacks?

If it because of the usual Police overkill of multiple patrol cars attending the scene and recovery then again I ask (1) if the car is in a ditch why block the road with Police Cars & (2) if the car is in a ditch, why not just leave it there and make the recovery overnight when it is quiet and causes less inconvenience?

But traffic on the westbound at Stoney Cross would queue east towards the M27. Eastbound queues would go back towards Ringwood.
