HIGHWAYS chiefs have rejected calls to slash the speed limit on a busy dual carriageway at the centre of a safety row.

Controversial plans to build two fast-food outlets beside the Rushington Roundabout at Totton have been approved on appeal, despite more than 70 objections to the scheme.

As reported in the Daily Echo, campaigners fear that cars trying to emerge from the site will be involved in a spate of accidents. They are particularly concerned about eastbound vehicles leaving the proposed new KFC and Costa Coffee outlets and crossing two lanes of traffic as drivers join the westbound carriageway of the A35 before doubling back at the roundabout.

But Hampshire County Council has dismissed suggestions that the 50mph speed limit should be reduced to 40mph in the wake of the appeal decision.

Tim Lawton, head of highways, acknowledged the “difficulty”

likely to be faced by motorists emerging from the fast food outlets and trying to “U-turn” at the roundabout.

But he said an independent road safety audit commissioned by the applicant had ruled out any major safety issues relating to the proposed exit.

“A review of speed limits on all A and B class routes was carried out a few years back and the review for this section of the A35 didn’t recommend any speed limit changes,” added Mr Lawton.

“It was concluded that the existing 50mph limit reflects the road layout, purpose and traffic level.

“It’s worth noting that traffic speeds will be reducing on the approach to the roundabout and that a filling station operated on the site for many years within the existing 50mph speed limit.

“So, even with the new development, there does not appear to be any justification for a further review at this time.”

Mr Lawton made his comments in a letter to Totton councillor David Harrison, who had called for a lower limit and other safety measures. Cllr Harrison said: “I’m surprised that highways officers haven’t agreed to my request.

“Only time will tell if I am right about the increased risk involved. On this occasion, for the sake of all road users, I hope I’m wrong.”

Cllr Chris Lagdon is also worried about the danger likely to be faced by drivers emerging from the site. He said motorists intending to go back round the roundabout would have to cross in front of oncoming traffic to reach the outside lane.

And he warned that the Marchwood-bound HGVs using the inside lane would prevent drivers from seeing other oncoming vehicles as they pulled out.

“There will be accidents – I’m just hoping no one will be hurt,” said Cllr Lagdon.
