PLANS for a new multi-million pound health centre at a proposed 6,000-home development have been ditched, according to a letter from health chiefs.

A leaked letter addressed from Fareham health bosses to council planners says that there are “no plans” to honour provision in the proposed Welborne scheme for a new health centre.

The Daily Echo reported in March that part of the plans for Welborne would include a GP surgery or health facility, but this is now in serious doubt.

The letter was written by Andrew Wood, the chief financial officer at the Fareham and Gosport Clinical Commissioning Group.

It was sent to the man responsible for the planning of Welborne at Fareham Borough Council, Mark Wyatt.

The letter states: “Proposing a new facility to serve a population of a maximum of 15,000 patients, some of which will be registered at existing GP practices within the area, is not part of the CCG’s strategies as it is not a sustainable model for the future.”

The decision has been condemned by civic bosses in Fareham who say it is “bizarre’’ and “scandalous”.

Councillor Sean Woodward, the leader of Fareham Borough Council, told the Daily Echo last night: “The NHS is failing to provide health care for people in the local community.

“When the Welborne plan was adopted, which has already been agreed in a public inquiry, a new health facility was already agreed so why are they turning back on their promises?”

Meanwhile, Councillor Shaun Cunningham, member for Portchester East on Fareham Borough Council, said: “Clearly, the West Hampshire CCG and Fareham and Gosport CCGs have no interest in seeing any expansion of health care provision within the boundaries of the new proposed Welborne community.

“The letter clearly demonstrates the future planning of healthcare by the local CCGs is on a different waveband than what is envisaged by the Welborne Plan.”

Developers for Welborne, Buckland Development, insisted that the provision of land for primary healthcare facilities within the outline planning application responds to the requirements of the Welborne Plan which includes some form of health facility.

Health bosses have insisted there was no commitment or reason to provide any healthcare facilities.

Chief financial officer at Fareham and Gosport CCG Andrew Wood said: “Six months ago, both of the clinical commissioning groups (CCGs) serving the area of the proposed Welborne development wrote to Fareham Borough Council regarding the references to a health centre which it had included in its plans for the site.

“The people of Welborne have already have access to four existing surgeries, so we do not envisage that a new health building will be required.

“Practices are increasingly working together to ensure that patients have good access to a multi-disciplinary primary care teams and we are continuing to talk with the GP practices in our area to ensure that this will be the case for the new residents of Welborne.”
