FOR ten years Jack Beesley claimed his back problem was so bad he could barely lift a saucepan of water.

But in reality Beesley was working as a carpet fitter in Southampton while fraudulently claiming nearly £100,000 in benefit payments.

Today, Beesley, 49, woke up behind bars after he was sentenced for a catalogue of illegal claims since 1997.

His partner Jeanette Osman, 39, was also handed a nine-month suspended sentence for her part in the scam.

Together, they skimmed £120,000 in income support, disability living allowance and housing and council tax benefits.

Southampton Crown Court heard how Beesley had been spotted lifting heavy rolls of carpet on his shoulder at his rented, lock up garage in Kendal Avenue, Southampton.

Meanwhile he was claiming thousands of pounds in government aid saying his back condition had failed to improve.

After receiving a tip off, fraud officers launched a nine-month surveillance operation throughout 2006 in a bid to catch Beesley at work.

Under the full glare of Southampton City Council CCTV cameras stationed near his garage, he was seen effortlessly kneeling down and bending to measure out large sections of carpet. He even carried a disabled parking permit in his car.

Without using a company name, Beesley first carried out work for friends before gradually expanding the operation.

Further investigations revealed he had ordered £70,000 worth of carpet material from wholesalers over a five-year period alone.

When benefits officers asked about his situation he was described as being "indignant" at suggestions that he was making money on the side.

Large family The court heard how the couple was supporting a large family at their Housing Association home in Colburn Close, Southampton and spending much of the money bringing up five children.

He pleaded guilty earlier this year to five separate offences of dishonestly failing to notify the Department of Work and Pensions of a change of circumstances. His partner admitted two similar offences.

Beesley wept as he was handed out a 30-month sentence at Southampton Crown Court.

Recorder David Bartlett said: "The reality is that you have been able to work over this 10 year period and you told the authorities that you were incapable of it. The money could have gone to other more deserving people.

"Realistically there is no way of repaying this amount.'' After the hearing, a spokesman for the Department for Work and Pensions counter-fraud investigation service said Beesley's deception was at the "higher end" of overpayment cases to be recorded in the city.

He said: "While we recognise that he did have some kind of back problem and people do have good and bad days, we were looking at an overall period of 10 years.

"The evidence showed that he was able to work over a long period of that time and did not declare it.

"It takes a lot of time and effort to investigate claims and this was a joint operation with Southampton City Council, Police and the council's CCTV unit.

"The message is clear that this is not a victimless crime because it is money from the pot that should go to people in need.

"All benefit fraud is serious, but this was at the higher end of overpayments that we have had.'' Anyone who suspects they have witnessed an offence should contact the Benefit Fraud Hotline on 0800 854440 or call the Southampton fraud office direct on 023 808 32380.

Does it really take 9 months of surveillance to see if somebody has a bad back.? A week at most with a camcorder would have sufficed.

So this chap gets 30 months for benefit fraud and the actor Chris Langham gets 10 months for downloading "horrific"child ****.
I know who I would rather lose their liberty for the longest period of time.
This chap could have been ordered to repay the money over the same period that he dishonestly obtained it with the threat of prison should he fail to do so.This coupled with a complete ban on any future benefits would be a better solution rather than clog up our already overcrowded prison system thus leaving space for the paedophiles and sexual abusers who seem to get of far too lightly.

Ian, The Echo have got it wrong - the investigation took 9 months including all the behind the scenes work required, the surveillance took place over 6 weeks (in order to prove he wasn't just having a good week) and was mostly done using remote Council Cameras. And as for "Scales of Justice" there has to be a deterrent for the thousands of people tempted to rip off the taxpayer. How do you expect him to pay back £100,000 then?

10 years at £192 per week.
Most carpet fitters work for £100 per day.
This chap could still earn £400 per week and still have Sunday off - it would depend how much he wanted to avoid a custodial sentence.

Personally I'm amazed at the angles of this case being debated! He RIPPED OFF everybody who pays into the country for 10 YEARS! Wake up and smell the coffee Southampton, he deserved to go away for a long time, and upon his release SHOULD NOT be eligible to claim ANY benefit until the 100k is covered. Threatening people with prison doesn't work - theres no deterrent in threatening people, you've got to follow through.

I do agree that it makes the Chris Langham sentence look ridiculous - but then it always looked very light weight, he should have been a 'throw away the key' candidate, but using this to suggest that a fraudster should not be imprisoned is wrong. Hopefully while this blokes in prison he'll meet 'mister big' in the shower and really will have a bad back when he comes out!

And just another quick bit of maths for you...

100k. 30 month sentence (so he'll do 15 cause he'll be a whimpering mess for the entire period). So 100k over 15 months is £6,666 a month. Do any of you earn that kind of money!

Personally I think if a crime is comitted involving cash like this the person should have to do the equivalent time to earn the cash back. If he could earn £400 a week as a carpet fitter he should do 5 years...THATS a deterrent!

She was just as guilty, why was her sentence only 9 months suspended?

If she is hiding behind the kids as an excuse, her sentence should begin the day he gets out.

Many people have a mortgage - often for that sum or more. Most manage to pay it back. I feel this criminal should do the same - that's no more holidays, cars, Sky TV. You get the picture.

Ok so he gets a mortgage to pay back his thieved money. Then what? How does he house himself and his family? One cannot be forced to pay back money one doesn't have - it's a physical impossibility. Blood? Stone? See? :-)

I'm not saying "let him off", of course, but by blindly forcing people to pay money they don't have, you simply force them to commit further crimes.

I have a big mortgage, i dont turn to crime to pay it. He is capable of paying it off over 20 years (easily without interest). Its just wrong. I wonder what he spent the money on, the tax payer was paying some of his accomodation

Taking a few extra quid cash in hand is hardly crime of the year. It is very difficult to survive on benefits alone and we need to get a bit of extra cash from time to time.

Judging by the ease at which I can get just about any job done for cash it must be an awful lot. I'd like to see the US system for benefits brought over here where you get five years to take when you need it instead of spending your life on benefits because the thought of a proper job upsets you.

But you are a decent, honest human being (presumably). What if, under some new government scheme, you suddenly found your outgoings were 140% of your income, and you had absolutely no choice but to pay it all? What if, too, you'd already been quite used to cutting corners and breaking the law to get money? It doesn't take a fantastic amount of insight to see that he'll just turn to crime again.

I expect he spent the money on scratch cards, the privilege of kidding himself he had a say in who left the Big Brother house next, Sky+, "Ace" lager and the like. Or maybe fast women, cheap cars and dirty booze (is that right??)

what are you talking about steve? george never said he was virtuous or a saint or anything he just said people have a right to feel peeved when someone else steals hundreds of thousands of pounds of taxpayers money and they dont have to be saints to do so. people in glass houses only comes to mind because as george says you cant think of anything original to say

No sympathy whatsoever. This thief has stolen the tax payers money. This money could have been used to fund the NHS, etc. When people steal from the government they aren't stealing from a faceless organisation but from the millions of hardworking people that pay their taxes.

I hope he's taken his KY to prison. His family must be proud.

i can only echo what hayleigh osman just said. everyones got a mouth behind the safety of there computer screens. i can bet my life that everyone slating jack Beesley has probably done something similair to what he did no matter how small. he was just trying to do his best for his children and went to jail for it. the courts have given him punishment enough without all of your sick comments for all of his family to see.

Hayleigh - he should of thought of the implications of his actions to his family before he STOLE. I for one have no sympathy for him or you, and agree with most other sane people on here that he deserves all he gets!

I admire your family loyalty Hayleigh, but you have to face up to reality and understand the type of person your father is.
He systematically, along with your mothers knowledge, defrauded the system over a period of 10 years. Not once or twice to get over a lean month, but for 10 years. A calculated and pre meditated crime.
He robbed, as you say, the system. Which is tax payers money for the needy and hard up. Not for a fraudster and liar.
Law abiding people tighten their belts, get another job, they do not commit fraud.

he has done so, in such a high profile way to your relatives, friends and neighbours. For a long while you will be known as the daughter of the man who went to prison for fraud.

So this man has cheated the tax payer out of a substancial amount of money, but will prison help. NO it will cost us the tax payer about 300 pounds a week to keep him in there and then his large familiy will need more benefits as he is not working. keep him out of prison and set a repayment plan even if it is extremely samll 10pounds aweek or two packs of cigarettes, plus prevent him from claiming other benefits unless they are confirmed to be necessary, including the collusive family.

I have to re-iterate I have absolutely NO sympathy for Beesley. His Daughter and children however, although indirectly benefiting from his transgression, cannot be considered complicit as such and as a consequence I do have some sympathy for them.

I have not criticised 'the family' at all, only the person who comitted the crime. Beesley may well have been a good father as indicated by his daughter, however, if you adopt that stance I'm sure Hermann Goerring was a good father too...The point being it doesn't make him a good man.

Beesley a thief and a fraudster and as such deserves to spend time in jail AND should be liable to repay the debt upon his release.

All the people defending him are obviously in some way crooked too. I don't charge friends for lifts, I don't do discounted work for people, I don't ask people to do work for me at a discounted rate. If that makes me 'Whiter than white' in this part of the world as suggested above, then god help us!

The problem with that is, the cheapest option is always to just forget about it and let them off. It is an insecapable fact that justice costs money

there are a few things wrong with this comment
1. if you did sympathise with jack beesleys family you would'nt be throwing your tupence into this comments page.

oh come on i had 5 children to bring up but didnt commit fraud to do it ,he knew it was a crime so obviously wasnt thinking what would happen if he got caught well now he has,he should have thought what would happen to his family before doing it ,wouldnt we all be better off if we had our rent/morgage paid and council tax and all the benefits for saying we were disabled carers allowance no doubt, yea we would all like these payouts if we were all like your dad but we pay taxes to pay for the likes of him and his family so it is him and his partner that have put you children in the position that you find yourself in,because if there wasnt people like us to pay the taxes then people like your parents wouldnt get anything and we could all join the bandwagon but who is going to pay for it if we all thought the same as lot

I admire your loyalty as people of a kind do stick together. I think there are many who would like to get out more and enjoy life a bit more but we dont get our income topped up with benefits,perhaps you will have to stay in a bit more now they have stopped some of them

I honestly don't buy them - I get offered them regularly enough and have bought them when abroad, but I find theres less tobacco and more salt peter in them so they burn hotter. As a consequence of that I choose to pay more for 'normal' ones!

Private education doesn't make you clever, just means your parents probably had a bit of cash...They must be really proud now...You've really put the private education to good use and have done so well for yourself. there are a few things wrong with this comment 1. if you did sympathise with jack beesleys family you would'nt be throwing your tupence into this comments page. 2. how could you compare hermann Goering a nazi germany politician and military leader to someone who has done a bit of benefit fraud 3. my god all yous people make me laugh yes jack done somthing wrong all hes family and freinds know but what makes me sick is the muggers and sex offenders only get 10mths lock up i think it would be better for the likes of them to be lock up for the safey if children and people walking down streets everyone sometime in there life has broke the law wether it be parking on yellow lines or buying somthing cheap fags why cant you all just leave them alone now hurtfull comments on here just makes me think the world is a very sad place

Most of the comments here are only speaking the truth, and about the type of family here.
Not sure how you can compare buying cheap fags or parking on yellow lines in the same text. Systematic fraud each month over a period of 10 years is a large number of repeat crimes and deserves punishment.
There is a comment on here from Jeannette who seems proud at being able to beat the system for 10 years.
Unfortunately that appears to be the mentality of this family.
I dont know their ages but I can only assume the children were not aware of these crimes and they have to suffer on a daily basis, with theit friends knowing exactly what their parents are.
