Council's £85,000 spin doctor


IT is facing a £17.3m black hole in its budget in the next two years, and has just made a second raft of savings and jobs cuts.

Now the cash-strapped council that is having to sell off its artwork to pay for a Titanic museum has decided to splash out £85,000 on a spin doctor to polish its image.

Southampton City Council is hunting for a high-powered communications director to spread the word about the city’s success.

The brand new role, which is will be paid £20,000 more than a basic MP’s salary, will enjoy a seat at the council’s top table with full control to craft its “message”.

The move comes after Tory council leaders agreed to spend £100,000 hiring managing consultants from Westminster City Council for a year to come up with ways to boost the council’s image after chief executive Brad Roynon claimed its own media team were not doing a good enough job. They are now helping the council to hire a PR guru.

But Matthew Elliott, chief executive at public spending watchdog TaxPayers’ Alliance, said: “The last thing taxpayers want is another overpaid communications executive.

“Distributing essential public information is one thing, but the average council in Britain is spending £1m on communication every year, and many councils employ more spin doctors than bin men.

“People want efficient, value-for-money public services, not more snazzy marketing and pointless propaganda from their councils.”

Mike Tucker, secretary of council’s branch of the union Unison, said: “The Conservatives are being hypocritical because they always talked about reducing the communications function when in opposition and directing resources on frontline staff.

“Now they’re in control they want to strengthen it to present their message better.

“We cannot see why a more senior manager is needed.”

In creating a new communications director, the role of head of communications, currently held by Liz Kite, will be scrapped.

She could apply for the new post, which is understood to attract £20,000 to £30,000 more than her current salary. She declined to comment.

The council's new spin doctor is the first step in an image makeover following a critical report by consultants hired by Tory leaders to revamp their PR machine.

The team was led by Alex Aiken, former head of news for the Conservative Party and John Major's head of campaigns.

Their report, which cost £30,000 alone, found an "urgent need for quite radical change".

They claimed the council's communications were of "bronze" standard and running at only 40 per cent of capacity.

The report recommended the council works to "a coherent story and clear communications plan, developing pro-active campaigns and by the better use of existing resources."

It found there were "fractious relationships" and a "lack of trust and respect" between the council's communications team and some other departments, who had taken doing their own PR.

Residents told the consultants that the Tory priorities for the council had "little resonance" with them and simply described "what the council should be doing anyway".

A third of the 500 quizzed said they didn't think the council provided value for money And a survey of "council partners" also found a desire by the council to cling to past iconic issues such as the Spitfire and Titanic.

Quizzed by councillors chief executive Brad Roynon reassured councillors the council would not be "cutting adrift from the past" but "making sure the past was relevant to the future" and that the council was "not wallowing in some pathetic nostalgia".

The council was found to be too reactive to local media and will try pump out more positive stories, particularly for trade and national media.

Despite the criticisms of their priorities Conservative councillors approved the consultants' recommendations.

They include centralising the council's communications teams and expanding staff numbers from 22 to 26, pushing up the wage bill up £90,000 to £745,000.

Mr Roynon stressed "rationalisation of activities and spend" across the council would reduce the total communications costs, including ten copies of the council's City View magazine, to £870,000 - a saving of £100,000.

No real surprise. There are too many councillors and government positions, from 3000 in 1997 to 30000 now. Not hard to see why they are struggling financially. Their self-absorbed mentality would always go the route of spending even more money trying to con us with a spin doctor.

I thought there was a Shortall in the Councils' budget of £2 million, hence the need to sell some Art Treasures.
Add the cost of the new Spin Doctor to the Consultants fee for spotting the need, plus the cost of Consultants to advise the Conservative Administration on how to sell off the City's Leisure Facilities including the Municiple Golf Course and the closure of 2 Sheltered Homes for the Frail & Elderly, thats where your £2 million has gone.
Not to mention the £90,000 to create a new Conservative Members room.

Hypocrisy and Conservatives are the two sides of the same coin. They criticise NuLabour for spin doctoring or playing ‘mandelson’ all the time but are doing the same themselves.

With parliamentary elections pending I suspect it the sinking image of two Tory candidates they want to improve, because Council’s dirty deeds of closing care homes, destroying art collection and other bad management practices can be a permanent mill stones around their necks.

So they are trying to get us the tax payers to pay through our noses for s a spin doctor to airbrush Total disaster known as Southampton’s Conservative controlled council run by their candidates.

If they had bit of common sense, they could have used that money on proper pay for the staff or for providing decent service to the people. But that is not Tory priority.

By the way does anybody suspect a link between sale of our art and the need for this smoke screen expert? After all if creative accountancy is to be the tool for siphoning off the public money into political donations then some very clever word twister will certainly be needed.

What I want to know is who actually voted for the Tory concillors, nobobdy likes them and they are about as welcome as Mr Lowe at a Duck Preservation event.

As for council staff with gold-plated pensions, I don't think so. The bosses might but certainly not the low-paid workers who do clerical jobs, serve in the library or collect your rubbish!

It would appear that the people at the 'top' have a mindset to take as much money out of the pockets of the lesser beings - the public. They are impurvious to anyone critising them and have a thick skin to to cover a BOOT. I have always had the opinion this was an industrial town, sadly look at the 'industry'. So, them 'up there' who think they have country yokels to fool, think again. We want to weep at the temporary framed cheap looking structures, called flats,hotels, offices,and tin pan alley called the Container Port - and a medly of boats in an unsightly area with a broken down pier and a sad Mayflower Park - and we are paying for a £85,000 employee who is trying to tell us what a delightful place this is. It is neither a place of beauty, a place to explore or place of good taste good entertainment. Gentlemen - you are a disgrace.

Campaign for a fairer voting system that stops these 2 failed parties continually taking turns in power.
I predict the next election will see a tory landslide but with them winning only about 40% of the vote.

Sadly councils have been turned into businesses and are effectively competing against each other to attract investment. So the City Council are saving £100k a year and improving the image of the City - disgraceful, how dare they? And how does communication director become a spin doctor? Poor reporting there (shock). An organisation has a duty to communicate with its stakeholders, even the most blinkered political assistant would (or should) understand that.

All the while our local Labour MP is at the heart of a Government that has doubled national debt since 1997 and increased unemployment. On top of which he employs people to sit on this website making pathetic and inaccurate comments in order to make up for the fact he is painfully out of touch with the people he vainly attempts to represent. This council is appalling and should be ashamed of itself.When will the council reduce the number of councillors ? Most of the counsillors are useless and a complete waste of money. There are three councillors per district - there is no need for three - they could be cut to one per district. This would save money.

What? I strongly dislike Nu-Labour but I think you'll find that the single person responsible for the destruction of this country's proud industrial heritage and the creation of the greedy "I'm Alright Jack" attitude is none other than dear old Thatcher.

Spot on Maxxie, I got made redundant (twice) under Thatcherism, marched outside Parliament about the Poll Tax, saw the NHS ripped to shreds!

I cannot see any justification for a post that pays that amount of money for improving the image and communications of the council. Give me some real ball park figures on how 'money would be saved?'! Whilst there may be rationale for saving money, there is no justification for a salary of that amount, it's obscene and frankly a kick in the teeth to every council tax payer!

Next time you see your local Refuse Collection Officer (dustman) or friendly Environmental Hygeinist (street sweeper), ask him about his gold-plated pension and pay rise...I'm sure he'll be delighted to give you a barrage of verbal abuse or a smack in the mouth.

Those in the private sector never get gold-plated pensions or pay rises, I mean those wonderful paragons of virtue, those martyrs of capitalism who brought down RBS and whatever that other bank was would never accept such massive pay rises.

Most of the council's staff are low-paid occupations such as refuse collection, housing officers and social services people who have to put up with often abusive members of the public, care staff, teaching assistants, who have to put up with rowdy kids. I don't think any of them have gold plated pensions and high pay rises although as I said previously, it is probably different for senior managers.

People act surprised at the use of spin doctors and underhanded approaches to finances... after the expenses scandal.... and just about every other scandal in politics... why are we still up and arms and surprised at it? every government at some stage has used spin doctors.. hundreds of years back, we had spin doctors... politicians are in this business to make money, and to them it is a business, you cant be optimistic about politics, but nor can you change much, labour, lib dems, green party.... whoever you vote, they will screw this city out of thousands if not millions....
or... we could just vote for the Monster Raving loony party!, its the loony yet also surprisingly interesting option... theyre manifesto proposes that politicians will be placed on lie detectors if they dont give a straight yes or no answer... along with other ''manifesto proposals'' - being a ''monster raving loony'' may actually bring clarity to politics in our city. Though lets not forget ''space hoppers for all'', and other wacko ideas... *wonders if its really worth it*, tories, labour, lib dems, or howlin laud hope and the loony's, at least the monster raving loony party would be alot more honest and straight forward

In my opinion Southampton Council is top heavy and a complete waste of time, so to justify that you can see why they'd want a spin doctor.

In the areas of town planning, attracting business, traffic management, road planning and especially tourism (ergo making the historic city and docks attractive) I think the council are utter utter utter failures and intrenched in commitees and the past.....

This isn't in my view a party political thing, although I do believe we have too many councillors, this is a direct function of really poor talent, management and leadership up there grown out of malaise over years.

What the councillors we have should do is review which posts are there and who is in them from the top down, removing the deadbeats and wasters, the executives up there should be the first to be assessed and if needed replaced.

A spin doctor couldn't possibly disguise the facts that Southampton is rapidly turning into a second class offering with no ambition, pride, business acumen or ability to provide for it's residents.

What we should be is the premier port city on the South Coast, with amazing nightlife, shopping and attractions. What we are is a grotty decating dump, with a broken pier, a knackered economy and a highstreet that looks like Baghdad in places...
