This pair are today behind bars after trying to dupe police by claiming they were not at the wheel when they were repeatedly caught speeding.

Father-of-six Hassan Isse lied twice when he was caught by speed cameras, saying he had been in other parts of the county when his vehicle was flashed. On one occasion he even laid the blame with his own brother and the second time he tried to pin it on a man found to be living in Norway.

Fellow speeder Tin Chung’s deception was just as elaborate.

Caught four times – twice in 2005 and twice in 2008 – Chung told police that his car had been driven by a man called Wah Tang – who, it later transpired, didn’t exist.

The final nail in both cases were two clear pictures showing Isse and Chung behind the wheels of their vehicles.

Southampton Crown Court heard how former taxi driver Isse, 44, was clocked in his Vauxhall Zafira doing 37mph in a 30mph zone in St Marys Place, Kingsway.

Isse returned the speeding notice, blaming a man called Farah living in Norway.

About three weeks later he was caught doing 39mph in a 30mph limit in Bitterne Road West, this time blaming his brother.

Isse, of Bullar Street, admitted two charges of attempting to pervert the course of justice.

Jailing him for ten weeks, Recorder William Andreae-Jones QC told him: “These were offences that strike at the heart of the administration of justice and there must be a sentence of imprisonment.”

In mitigation, John Reynolds said Isse had been living in Britain for about five years with no regular employment until he began work as a taxi driver.

“Knowing that he was going to be disqualified was what motivated these offences. He has lost his job and he has suffered a family break up.”

Chung, of Warburton Road, Southampton, was first caught speeding in January 2005 and then again in May that year when he named Wah Tang as the driver.

Three years later, in March 2008, Chung again nominated Wah Tang after being caught speeding in Bassett Green Road. But after his car was flashed the following month he was forced to admit he was behind the wheel, when police found he was the only person to be insured on the vehicle.

Portsmouth Crown Court heard how investigations revealed there was no trace of anyone called Wah Tang. They also found that Chang held two driving licenses – in the names of Tin and John Chung.

Chung was jailed for 13 weeks after pleading guilty to perverting the course of justice and using a driving licence with intent to deceive. He was also disqualified from driving for a year as a result of perverting the course of justice by making false nominations.
