Graveyard caretaker Jim Emery forced out of his home at Hollybrook Cemetery in Southampton
9:57am Thursday 9th August 2012 in News
By Matt Smith, Politics and business reporter
IT is probably not the job for most people, but one that has been Jim Emery’s pride and joy for 26 years.
The grandfather-of-three has been the long-serving public face of Southampton ’s largest cemetery.
He has been available day and night as a friendly face and listening ear to grieving relatives or visitors searching for family or famous headstones among its 53,000 graves.
Throughout that time Jim has made his family home the lodge house at the gates of Hollybrook Cemetery as part of his appointment as the city’s cemetery superintendent.
Jim, 60, had been looking forward to spending the rest of his working days at the lodge with his wife Lorayne, and their six-year old pet dog Honey.
But after a total of 42 years of loyal service, much of it beyond the call of duty, he is now facing eviction after the city council “deleted” his job.
Under council budget cuts Jim will be made redundant and dismissed on October 5 and will lose the four-bed house that came with his job for a nominal rent.
Jim said it came as a “real kick in the teeth” just a few years before he planned to retire.
Over the years he has greeted thousands of visitors, and has become well respected by clergy and funeral directors as well as the traveller community who use the cemetery.
He was even entrusted by Benny Hill to keep an eye on his parents’ graves before the comedian himself was laid to rest in the cemetery.
Jim said he had “reluctantly” accepted his job was gone but had offered to continue to open and close the cemetery gates and nearby toilets and maintain a presence in the cemetery to deter vandals, without payment, if the council will let him continue to live at the lodge at a reduced rent.
But council chiefs refused the offer and the Emerys now face an uncertain future in a smaller property somewhere else in the city.
The decision has sparked worldwide support for Jim.
An Internet campaign condemning the council decision has already notched up over 1,900 supporters and its website page received 90,000 visitors from around the world.
Council chiefs have also been deluged with angry emails calling for a rethink.
Jim’s daughter, Lisa Whitmore, said her parents were devastated.
“My dad is the most private person. The only time I’ve ever seen him show any emotion was when I got married.
“But this has broken him inside. He’s never known anything different. They’ve just thrown him in the rubbish bin.”
Lisa, 36, said that to add insult to injury the council had offered to redeploy him as a gravedigger – a job he was doing when he was 18.
Jim said he had also been offered positions as a traffic warden, a CCTV operator and a school caretaker, but didn’t feel he was suitable.
“I’m 60. I’ve worked here all my life. This is all I know”, he said.
Lorayne, 64, who works at the nearby Spire hospital, said her husband had dedicated his working – and a lot of his home – life to the people of Southampton.
She said: “We’ve lived and breathed this place for 26 years. We’ve been privileged to live here. We’ve looked after the house, looked after the visitors. We are the face of the council.
“As far as Jim is aware there are no plans for the house so why throw us out when he can still contribute and is still willing to help with the upkeep of this very special place.”
The council is pressing ahead with its plans to rehouse the Emerys and has offered the equivalent of six-months’ salary – around £11,000 – as a redundancy package.
The couple have been shown a two-bed first floor flat at an old people’s housing scheme, but politely declined it.
Mr Emery’s job was cut in this year’s council budget, set by the previous Conservative administration in February.
It will save the council’s bereavement services around £25,000 a year.
A Southampton City Council spokesman said: “With the use of new technology and the necessary presence of other council staff at burials and at other times to maintain the grounds, it was decided that the service could be maintained in the absence of a cemetery supervisor.
“This difficult decision was taken against an urgent need for the council to save money. We have worked with this member of staff to explore opportunities for redeployment and continue to do so.”
She added a number of options were being considered for the future use of the cemetery lodge.
Cabinet member for environment and transport Councillor Asa Thorpe is due to meet Mr Emery on Monday to discuss “future employment and accommodation opportunities”.

Strip away the sentimentality and it's quite clear that this is all about the accomodation and the couples' desire not to downsize.
The Lodge in which they live, has been upgraded at their own expense, and cared for their home as you and I would on a mortgaged property.
This is about LOYALTY. 42 years as a council employee, and 24 years looking after the cemetery.
It is not about their lack of 'desire' to downsize.
I would like to know what 'options' of use the council are considering?

He does such a good job at the cemetery and is always happy when it fits and sad when needed. He's a top bloke in my opinion.
SSC let me put you on notice, if any of my families graves are vandalised and I can prove its down to him being made redundant then I will sue your backsides off. Do you understand that you fools.

This family would need to leave this house in a few short years anyway. The council are offering them new accommodation which in fact they may not be entitled to, so the council are doing more than they legally need to as they recognise the upset this will cause the couple. I hope that rather that dwell on anger and bitterness, they will instead see the possibilities and the future and look forward to that and that a home will be offered where they can settle and be happy.
Unless..............
It is being sold off to developers to make up the £15m shortfall!!

No doubt being offered a good redundancy and retirement package.
However, what will become of the Lodge? No doubt it will be sold off like the one in the Old Cemetery. That is probably the real reason all this is happening – a bit of ‘selling off the family silver’ for a quick buck.

So, perhaps not very generous if he was on 20K, but that may have been compensated for by his retirement package. Also, I don’t think a caretaker in the private sector would command such a salary.

Ask anyone who has family buried at the cemetery what Jim Emery means to them?
I have also been informed, that prior to this news breaking, Jim had been nominated for an MBE for services to the community.

He has been offered a new place to live and various other job roles. Why is a school caretaker role not suitable??
Its quite clear what this is really about is that he doesnt want to move from his spacious, fairly grand home that he pays next to nothing for so in order to try and resist he is turning down suitable jobs and suitable accomodation.
As I said, it IS sad but get real. People do get made redundent (especially in this day and age) but they dont get to keep the benefits of the job they no longer do.
I bet the 600 people leaving British Gas this month would love to be offered cheap rent / a new job!

I think the point some of the commenters here are missing is how beneficial it is to the public to have someone present around the clock in a cemetery, someone who knows and cares for it, and for the families of those buried there. Every day, it seems, the papers are filled with stories of vandalism, theft and disrespectful partying in cemeteries. Much of that is due to the elimination of positions such as this one.

However, presidents have been made for other 'council workers' to continue within their home after retirement, why should this not be any different?
I do like a good balanced debate though.
As for caretakers job, 'must have carpentry skills'. One thing that Jim does not have.
One a side not, I have just read on the Facebook Page:
'Hello, I thought I'd share my comments to the Echo which I have also copied to Councillors Thomas, Payne and Morrell.
I'd like to add my voice to the current situation at Hollybrook Cemetery. I'm extremely concerned about the Council's proposals on two issues.
Firstly, I live near to the cemetery and have always felt that Jim has carried out his duties to the highest standards. By his living in the house at Hollybrook, Jim and Lorayne have provided additional security for this site and for the graves of our families and friends.
My second point is that I strongly believe that the Council has a much bigger financial motive than just saving on the salary of one employee. There would obviously be a large capital gain if the house was to be sold, either as it is or for redevelopment. The lodge and jewish mortuary at the Southampton Cemetery on the Common were sold by sealed auction by the Council a few years back and reached a very tidy sum. I defy any of the councillors or council officers to deny that the eventual sale of the Hollybrook Lodge is not part of their plan.
I hope this helps, and I hope that the Council responds quickly.'

It's all very sad that this man is being made redundant but come people of Southampton... Read between the lines! He is living in a 4 bedroom house with his wife and his dog when there are families in Southampton crammed into inadequate housing. He's had plenty of other job offers and the council have clearly tried to help this man, but he's digging his heels in. Surely if he's lived there all his working life then he knew this day would come, I'm sure he's been offered some sort of financial recompense so in this day and age that's a lot more than some people get.

But it illustrates the priorities of our local Council, exposes its hypocrisy and immorality.
Over the years same Council has been increasing funeral charges, often well above rate of inflation. Thus financially exploiting people when they are emotionally most vulnerable and unfortunate victims of laws of nature.
Now they are doing away with job of looking after this cemetery. So when we read about yobs damaging graves, we should remember who to blame.
When crazy Council is only interesting in making profits out of tragedies, Jim Emery has shown real face of humanity, by offering to keep on looking after the place provided he is allowed to live in the house.
Is our Council collectively so stupid that it can't see sense in what Jim Emery has offered? Or Councillors are only interested in their own eg and thousands of pounds they themselves get? Have these arrogant idiots forgotten that civilised people may not always get on well but tend to respect the dead and their last resting place.
I am glad that I won't end in this cemetery near my home, because my body will be donated as spare parts for medical research.

There are 600 people being made redundent at British Gas who have no offer of local redeployment and accomodation. They will simply have to find their own jobs whilst continuing to pay their mortgages and rent.
These things happen, even to good people. However the country cant just support people because they are nice and did what was clearly an amazing job going above and beyond.
If the house is sold and money is made it would not be a surprise. The council want money and thats a way of raising some. I DO NOT agree with people losing jobs and homes but i also do not agree people can be given a free pass to an easy life when there are others more needy. And be assured, there are others who are far more in need. Families that cant afford to feed themselves and pay their bils etc etc etc...

As this job cut was decided by Tories and has been implemented by NuLabour it may not be Labour Vs Tories issue.
SHAME ON SOTON COUNCIL WHICH IS PICKS UPON KIDS BY CLOSING THEIR SWIMMING POOL AND IGNORES LAST RESTING PLACES OF DEAD...
It's the usual bile 'Paramjit' without any kind of solution or credible input I suppose and the last couple of lines are rather tabloid and quite frankly immature.

Charliesaint, A forum is about opinions. If you want everyone to agree that your Grandad is being ill treated and feel sorry for his plight then you may wish to stop reading the posts.
If the Goverment brought in change to ensure people who can work are only given their benefits on completion of work they can do for that local council then we would be in better shape all over.
We would then have cleaner streets, less graffiti, less vandalism (they wouldnt break what they have to clean up) and they may want to get proper jobs for better reward.

Southampton City Council you should be ashamed. He has four years left to retirement and to make him redundant now will save £100,000. You spend that on carpets that don't need replacing! He does such a good job at the cemetery and is always happy when it fits and sad when needed. He's a top bloke in my opinion. SSC let me put you on notice, if any of my families graves are vandalised and I can prove its down to him being made redundant then I will sue your backsides off. Do you understand that you fools.

The point being, where is the loyalty, where is the 'You will be looked after' promises that Jim was given.
Put yourself in Jim's shoes. 60 years old, being offered positions within the council that the council KNOW he does not have the experience to do.
Jim knows one thing.....HollyBrook Cemetery.
I know, and I understand what some are saying however, but could they not reduce the hiring of three cars per annum to save Jim for his last four years, because this is all it would take?!

Their legal case to recover millions of pounds was rejected by the High Court.
This leaves just £22,000 in a fund to be distributed among all the workers who were sacked when the firm went bust in 2005.
There you go 6500 people with homes, families, dogs ect completely shafted, £3 each!!!
11,000 or another job, plus another home when 14,000 people are on the waiting list sounds pretty good now doesn't it.

Fully understand your post, but think it irrelevant to the Echo story.
The council haven't exactly gone bust.
I think that although it is clear that there are options being looked at from the council, the point being is the moral stand point. 4 years from retirement, and being forced from his home.
When I first heard about this, it just did not sit right with me, and i scratch my head and wonder why the country is in a mess that it is.

What is the real world? Where Loyalty and honesty count for nothing, where the promise of being kept in your home from the very employers who are kicking you out of that home?
Yes Jim has been offered positions, positions that the council KNOW that he cannot fulfil.
Put your feet in Jim's shoes, a 60 year old man, devoting his life to the community, opening your door to grieving loved ones day and night, sitting with them, helping them to the best of his ability, and then being told, the once secure home he lived in, is now being taken away, along with his job.

So what if he has been ther 40 years .. many people are in the same boat ..

He will be paid redundacy ..... offered alternative accomodation ...... plus another council position.
.
FFS some of you .... get the real world will you ....... there are 00,000's being made redundant ... some without pay off ..... nearly all without accomodation offered and nearly all without another job being offered.
I don't know, I really wonder about our society, and where was the corner that people turned to be so cynical?
.
Pewrhaps he will be offered a different position ......... He is being offered alternative accomodation ...... and they dont have to.
.
Its not about being cynical it is the "real world" ......
.
You have to ask yourself ....... So 40 years ...... was he paid for it ? Did he do his job ? .......... Was he offered alternative accomodation ? ....
..... was he offered another job .
.
YES to all the above. What the hell more do you want.
.
My father worked at a job for 43 years. = Pay off ( small ) Accomodation = No ........ Another position in the same company = No
You obviously are missing what I am writing!
The jobs he has been offered, has been offered knowing he is not able to do these positions because of the skills required!!
So it would seem as if the cancel are 'doing' something, where in fact it's an insult!

All it needs is a bit of creative thinking. The alternative would no doubt be increased vandalism and antisocial behaviour at the site (with, possibly, squatters in Jim's current home), which would be far more costly in the long run.
A bit of common sense would go a long way ...

Wow - I turn my back for 5 minutes!! Guys - Of course emotions are going to run high, this is someone's father and grandfather.
People of all ages have to learn new skills in life when a major change occurs. Is it fair to suggest that is Jim is given a 1 bedroom home where he, his wife AND his dog can go he will accept then?

Some of them are nearing or over 60 years of age and have provided fantastic customer service to fellow UK residents for many many years.
Regardless of public or private sector they are going through a torrid experience also but with what appears to be less in terms of compensating the loss of their current job.
Come on, why are you not creating mass support for their plight?

I totally understand the arguement that this happens to others in a similar situation in the private sector, but if this job loss could be avoided then that is a positive! Avoidance of any job loss is positive, but when the Council have to find money to restore the small pay cuts to his colleagues in the Council, it means people like Jim have to suffer.

Could the Council not rent it back to him at market rate for the next 4 years and use it as an investment. 4 years from now, the property value could increase and Jim has offered to work the grounds as a compromise.
Although I fear market rate would probably be £1000 + per month, almost as much as he earns sadly.

Why shouldn't everyone also be entitled to a car, a weekly supply of booze and fags, a monthly clothing allowance, annual rail ticket to travel anywhere in the Country and so on, ad infinitum . . .
And, what about the notion that automatic entitlements robs the individual of self respect, weakens their desire to utilize their talents and creativity and curbs their aspirations to better themselves from their own efforts?

I agree, some sympathy is merited, but only "some".
To lose a home and a job simultaneously is a hard knock to take.
It is not simply the loss of earnings or the loss of accommodation that hurts.
Perhaps more-importantly, it is the sense of sudden loss of personal security which is the real body blow?
As another poster pointed out, the accommodation was not simply their house but their "home" and leaving behind all the memories and sentiments that are invested in a "home" is a real wrench.
Jobs and accommodation are replaceable in the short term if serious effort is put into getting their replacements.
Restoring the sudden loss of personal security takes much longer.
Anyone who suddenly finds themselves faced with one of Life's hard knocks gets my sympathy.

Lovely sentiments Pete but unfortunately history shows it doesn't work. Once you say the 'system' owes everyone a living, you develop a situation where if one side fails, then it all comes crumbling down. That's why we don't have a USSR anymore.
That's why the world ditched Communism. It's great at first but the people soon get wise to the 'system'. Without aspiration, all the 'system' does is create a stagnant state. All sounds great on paper, it just doesn't work. Not everyone is equal and human nature doesn't work like that - that's when you get it being more 'fair' for the Great Leaders in the countries grand capital and the people end up starving.
Again, your walking around in la-la land but don't have the foggiest how you would fund it all.

I accept the fact that he has done a good job and done much more than was required by the council but with all due respect that was done off his own back and freewill, the only issue the council are interested in is the hours Jim was contracted for and that is the only issue. All council tenants are aware of the type of tenancy they hold it is not a secret, so at the end of the day all they are doing is asking him to move 4 years earlier than he should have expected to move, and with the current housing shortage it is totally unrealistic to think he would be offered anything other than a flat. So instead of his family moaning and groaning on here i suggest they start being realistic and support Jim & Lorayne in their new life and i hope they will be happy.

Couple of errors in the paper, Jim has worked at the cemetery for 42 years when he started out in 1970 as a gravedigger. The council need to save 15m this year, I find it difficult, especially after researching the council spend for the last 12 months that the council have hired over 500 cars, this is not vans this is just leased cars, company cars! Three vehicles per annum would save his salary alone. But what seems to be the issue is that they are just wanting his house.
