Deal to restore council pay cuts revealed
THOUSANDS of council workers in Southampton will have their pay restored under a proposed deal to end a long running industrial dispute that saw rotting rubbish litter the streets last summer.
But the move will see thousands lose compensation, which opposition Tories say was promised by unions in legal claims against the council.
Union leaders are urging members to accept the “breakthrough” proposal in a postal vote starting next month.
It follows weeks of negotiations with Labour council leaders, who promised to restore staff pay cuts of between two and 5.5 per cent brought in last July by the Conservatives.
The Conservatives last night questioned how the deal will be funded and warned it would cost jobs.
Under the new plan all 2,143 council workers earning between £17,501 and £35,000 a year will see pay fully restored by April 2014.
The 865 staff earning between £17,501 and £22,000 will have a two per cent pay cut reversed in November.
Some 396 higher earners on £35,001 to £65,000 would get a 1.8 per cent cut restored from April 2014, with the remainder dependent on savings to be found.
Unions said no job losses are linked to the deal, which will cost the council £2.3m with a further £500,000 to be found from a staff suggestion scheme.
Senior managers and top executives on over £65,000 will not see pay restored until after April 2014 - unless the savings are found.
Unions would in return withdraw a legal action for up to £12m in compensation for the 4,000 staff they claim were not properly consulted over the council's plan to dismiss them if they did not sign up to worse contracts.
And union legal support for around 1,000 individual unfair dismissal claims would also be dropped.
Council staff had been told they could be awarded up to three months salary each in compensation and Tory chiefs had set aside hundreds of thousands of pounds to pay for the claims, fearing they would lose.
Some additional holidays given to staff as part of the pay cuts package would also now be withdrawn.
Unison branch secretary Mike Tucker said the proposed deal showed the previous Tory administration didn't need to cut pay to save services.
“Council workers can now concentrate on providing first class services to the people of Southampton ,” he said.
Unite convenor Mark Wood added: “This breakthrough marks a substantial change in culture.”
Cabinet member for resources Councillor Simon Letts said: “The deal we have put together with the unions will be a real boost for morale and staff retention and shows just what can be achieved when councils are prepared to engage with their staff.”
Conservatives brought in cuts to staff pay, terms and conditions last July in a bid to make budget cuts and protect 400 jobs.
Group leader Royston Smith said: “It is very underhand to present this as good news to staff and ask them to vote on it, then a month later reveal to them exactly what it costs to pay for it in lost jobs and services.”
A postal ballot of union members will be held between September 14 and October 5.

The previous council set aside £1 to £3 million to settle the unfair dismissal claims as the council expected to lose. The cost of fighting the unions action would have cost about £600,000 in barristers fees.
This money is better spent restoring the pay, conditions and more importantly the morale of the workforce which was rock bottom after the wasted Tory years.
This is the fundamental difference between the Labour and Tory approach. We believe that you get a better service if you treat people properly and talk with them. The Tory approach is to bullyand hector which led to 1,000,000 stinking bin bags on our streets last summer.

It was estimated that to restore all council workers to full pay it would cost £7million so even with the £3million your still short of £4million so where's it coming from?
You're telling us that this money isn't needed to balance the books ?
Each year you have to make extra savings so what are you going to cut next year?
Dave it was stated the money saved from closing the pool would be £2.5million approx. & this would be used towards restoring pay?
The money you're talking about had to be cut from other departments budgets to be set aside by law so why not restore it to those departments?

I don't think any of us have seen anything yet. We need to wait and see what the budget savings proposals actually are? Should be out towards the end of this year and will need Council approval (for C/Tax setting purposes) in February 2013.

What we know and take for granted will change forever soon and the council will decimate the local workforce and recoup this cash and more.

Yes I plead guilty to often falling for 'our own Devil is better than somebody else’s Devil' system, but why should even NuLabour not be bit more honest and start looking after those who have kept on supporting it?

They say they will undo what the tories did & restore pay to those on £17,500-£22,000 now.(2%)
What about the ones under £17,500 if they were given the £250 pay rise are they going to cut their wages?
Why are they making the rest wait until 2014 to restore their pay? is it all being back dated?
Will the higher earners be happy not receiving their pay restoration to the same date the Tories were looking to restore it?
We have £50million (townhill) we have ? Erskine Court yet We don't know exactly who these flats are being built for?
We have two councillors getting £22,000 a year more & now they say they're using the £3million set aside for legal action the same action the Unions agreed to drop in talks with the tory council but then went back on it to restore the pay to one section of the workforce but not all? how's that fair?
Can't wait to November to see exactly what Labours got planned & to see exactly how the Unions have stabbed their members in the back

This is like a slap in the face for me, I do anything between 40 or 50 hours a week,get no sick pay or holiday pay and most days no lunch break, I am lucky if after costs of running my business I see more then £11000 a year being a self employed sole trader! Oh to work for a council again even with paycuts! I would feel rich!

Why do people not realise that Labour has no idea about running a city or a government and has never left office without leaving a mess, and are puppets to the unelected trade unions.
How they ever get one vote let alone win seats is beyond belief, the voters must have very short memories.

My sentiments exactly!
Southampton has been surrounded by non-Labour councils who are far more successful in terms of standard of living etc. Why have the voters of Southampton been so daft as to re-elect proven failure? (As for a Labour government? - well, we just as well all move to Greece!!)

Southampton has been surrounded by non-Labour councils who are far more successful in terms of standard of living etc. Why have the voters of Southampton been so daft as to re-elect proven failure? (As for a Labour government? - well, we just as well all move to Greece!!)
Just wait until the SCC set the council tax rate for next year and see who is paying the most, it the Government dont stop them.
It is very easy to spend someone elses money to apeease your Union puppet masters, but you will eventually be called to book by the voters

I have just had Solar panels installed & before them I was only using £200 a year in electric & £300 gas which I know will decrease considerably now I have the panels so don't know how they'll get standing charge of £200 from a nine percent increase?
But if this council are going to try to spend,spend & get the money solely from council tax ( we'll hear in November) what a rise that will be on top of the power increases & the Petrol increases.
I wonder the level of defaulters of payment of tax will be?
It would be political suicide to raise taxes now.
If the money was there with no need for job cuts or cuts to services or raising of tax do you not think the Tories would have not used it? do you think they wanted out of power?
people have to get real & ask themselves where's all this money coming from? job cuts? council tax rises? cuts to refuse service? or cuts to all services?
If it was such a great achievement why aren't the union supporters & Labour supporters not on here celebrating?

The Council has to strip out (basically reduce) around £30m from its 2013/14 budget. This is seismic stuff that will make the Oaklands Pool saga look like a walk in the park!
I don't think any of us have seen anything yet. We need to wait and see what the budget savings proposals actually are? Should be out towards the end of this year and will need Council approval (for C/Tax setting purposes) in February 2013.
Sad fact of life if not whole of it most of our political class these days is virtually full of clones of Mandelson. Good at smoke and mirror tricks, few pies in the sky and many people get fooled.
Unless 'the people' start falling for their tricks, our democracy will keep on drifting into drains.
I certainly agree this was the case under the last Labour government. Mandelson was so good that the law couldn't touch him! (Remember the Mortgage loan?!!!). He ruled the Labour party and the government and even dear old Gordon found himself running to Mandelson for help!

I should point out that I believe this extends to ALL parties, including your own Socialist party, who I don't believe would perform much differently should they ever reach power.

When you've got your population slacking off, your economy just can't perform. That sends the entire country down the toilet.
We never ever had these problems before 1980 like we got now, when we did have at lest 40% economic and political Socialism policy.

Read all the figures and not just the one like the Government do, they never publish all 4 figures at the same time.

Southampton has been surrounded by non-Labour councils who are far more successful in terms of standard of living etc. Why have the voters of Southampton been so daft as to re-elect proven failure? (As for a Labour government? - well, we just as well all move to Greece!!)
Just wait until the SCC set the council tax rate for next year and see who is paying the most, it the Government dont stop them.
It is very easy to spend someone elses money to apeease your Union puppet masters, but you will eventually be called to book by the voters
1 I no longer have to pay to keep the unelected union men in the luxury they enjoy at the expense of the taxpayer.
2 I still work in Southampton but dont have to live near you!
