Mike Penning orders Liverpool back more public cash in cruise row with Southampton
10:50am Thursday 26th January 2012 in News
By Tom Moseley, Parliamentary Correspondent
Announcement due on cruise wars argument
LIVERPOOL has been told to pay back more of the public subsidy it received in order to expand its cruise operation.
The Merseysiders' bid to become a "turnaround" terminal while paying back just £5.3m to the Department for Transport has today been turned down by Shipping Minister Mike Penning.
In a written statement to MPs, Mr Penning said: "I find that there are persuasive arguments that this level of repayment would be insufficient to reflect the adverse impact on competition with other ports."
He said he would seek independent advice on a "more appropriate figure".
Any lifting of the restrictions placed on Liverpool would need clearance from the European Commission, he added.
Mr Penning’s full statement said: “The Department consulted last year on a proposal from Liverpool City Council to alter the use of the City of Liverpool Cruise Terminal.
"The Department proposed to lift its objection to the removal of a grant condition that precludes use of the City of Liverpool Cruise Terminal for turnaround (start or end of cruise) operations, in return for the phased repayment of £5.3 million of grants.
"In the light of that consultation, I find that there are persuasive arguments that this level of repayment would be insufficient to reflect the adverse impact on competition with other ports.
"I therefore intend shortly to seek independent advice on a more appropriate figure.
“I will report further to the House when I have reached a decision on the DfT objection. As Liverpool City Council is aware, turnaround operations would also require State Aid clearance from the European Commission.
“Meanwhile, turnaround cruise operations continue to be permitted at Langton Dock in Liverpool.”

Southampton has so far been lucky that they have had so many ships visiting the port which bring business to the city but it is not an entitlement !
Owners will put the sailings of their cruise ships where they feel they are needed which may not be Southampton !
It is time some of you stopped thinking it is your right to have the cruise ships at Southampton !

the QE2 was one of the few cruise ships coming to Southampton & there was no mention of Liverpool wanting turnaround facilities?
Now there's been a revival in cruise ship trade we here Liverpool going on about history & how we stole the cruise industry from them so if they were so upset why weren't they fighting for it in the 70's-80's?
ABP & Southampton city council have said pay back all the grants & we'll have no objections to Liverpools plans
Still anti Southampton rhetoric comes on these posts why?

All businesses are allowed depreciation on their assets, so why is Liverpool not allowed to ?. The 9 million is not there anymore folks.
How can the Government block a start-up operation, in favour of a monopoly?.
All those public service jobs that were lost, will be filled by an expansion of the private sector, says the Government.
Cameron asks Heseltine and Sir Terry Leahy to look into what Liverpool needs for economic regeneration????.
Cameron appoints a graduate from Southampton University as the new Secretary of State for Transport.
The UK back in recession and one of the enterprises that is expanding, cruising, is subject to restriction of trade, from a CONSERVATIVE GOVERNMENT!.
A poll on Cruises.co.uk, asks the question,'Would you cruise from LIverpool?.'
Of the 343 who voted, 263, or 77%, said they would.
Liverpool wins, 'Best UK City,' in a poll of travel industry professionals from around the country.
Talk about holding a city back.

DfT changed its tune from the publication of the consultation paper, saying, in effect, that the Liverpool Cruise Terminal is second hand, and is not worth 9m anymore, which is correct.
All businesses are allowed depreciation on their assets, so why is Liverpool not allowed to ?. The 9 million is not there anymore folks.

Julian Lewis is an enemy of the ports prosperity he would support or do anything to help keep the port on it's present foot print if he was worried about jobs he wouldn't sit there with a smirk on his face boasting on how he had stopped Dibden Bay.
Forget the work it could have bought to the waterside all he could go on about was the New Forest?
Pity he didn't stop all the new housing estates then & Hythe Marina.
I hope they take the reclaimed land & use it on the extension of Mayflower Park & restore Dibden back to a bay
