Council to evict homeless man from multi-storey car park
A HAMPSHIRE council is
taking legal steps to evict
a tramp from its multistorey
car park.
For the last two months the
homeless man has been sleeping
rough in one of the top
floors of the car park at
Eastleigh.
Despite temperatures plummeting
to below zero he has
been regularly kipping down
in the building which is in the
heart of the town centre.
But now the council say it is
time that he moved on.
It is the first time that the council
has had to go to the courts to
move on a vagrant from the
Southampton Road multi-storey.
The legal moves were started
when the council made an application
to a Southampton County
Court judge.
Notices pinned to the doors of
the ground floor and 12th floor car
park levels give details of the
court's decision ordering the man
to quit the building.
If he does not abide with the
order the council can without a
further hearing authorise the
bailiff or High Court enforcement
officer to evict him.
He can apply to the court to stay
the eviction while it decides
whether there is grounds to do
so.
It is understood that the homeless
man, who is believed to be his
thirties, moves into the multistorey
at the end of the day when
most of the town's workers and
shoppers have driven home.
Council officials say there have
been signs that he has been using a
stairwell, near the 12th floor as a
sleeping quarters.
An Eastleigh council spokesman
said: "He has occupied the building
for at least two months. He has
not left the premises and the order
has been served and bailiffs are to
be appointed to carry out the eviction
if he does not voluntarily comply
with the order.
CRISIS, the national charity
which fights homelessness, said
they were shocked to hear that
someone had been sleeping rough
in a multi-storey car park.
The charity's director of policy
and research Duncan Shrubsole
said: "It is a scandal that people
such as this have little choice but
to sleep rough in our society. "

Too bloody right ! There are already far to few parking spaces for cars around without having them occupied by dirty old tramps.

Well said too Nat. I remember trying to put my name down on the council list in Winchester a few years back and was told there would be a 10 year wait as I was a single working man. Yet the less you contribute to society the more you get. If young girls get pregnant it should be up to her parents to pay for it. As for the Polish dont get me started. Just house the bloke.

Evict him? What's the point? He'll just go back. And again. And again. And again. What are they going to do then? Give him a custodial sentence? I expect that's what he's after, some free bed and board for a bit, and who can blame him? Given the cost of keeping him in prison, isn't it more cost-effective to just - as others have mentioned - house him?

Lots of people feeling sorry for this guy and think the council should house him but I don't any of those same people offering him a bed for the night.

I too agree with comments Natalie has posted. Although this man could be living this way simply because for some reason or the other he has chosen too, there are people out there that do,do that.

I cannot believe CRISIS are "shocked" that someone is sleeping rough in a multistory car park. Have they not been to the multistory car parks in Southampton? I quite often have to step over bundles of people in blankets to get to the stairwell. I think Southampton have got it sorted out now though. There is a high pitched noise in all the stairwells now. Not bad enough to bother anyone passing through, but enough to stop people loitering. Perhaps Eastleigh should think about it.
And I agree with most of the comments above that were this gentleman foreign, or a young girl with a baby, he would have a home and money thrown at him.

ahhh! bless i was only saying to a friend the other day.. i wonder where this man sleeps at night! I really feel for him. You never see him with a bottle in his hand, he just walks non stop all day around the town collecting little things in his shopping bag, minding his own business. I saw him a couple of weekends ago and bought him a mcdonalds. He was very grateful. I saw him again in the highstreet and as i walked passed i heard a chav say to him infront of his mates " get the f**k away from me, you stink! " that made me see red! and wished karma would come round to that idiot of a lad and make him homeless one day in life, to take back what he said to that poor helpless man! - the homeless man just stood there with a sad face in silence before walking away! - i felt so ashamed to be living in such a cruel society. The council should be helping him, not taking him to court! Poor bloke. Bless him!

I think it is a truly awful way to treat a human being if they found an animal the R.S.P.C.A would house or at least shelter it so why should this man be treated as a lower being absolutely discusting.

I know this poor man, his name is adam harris and i used to go to school with him. I can't go in to the reason why his family have disowned him but he really does not have anywhere to go. the council should be ashamed

as sad as it is that he's on the street, he got himself into that situation in the first place! even if he was disowned by family or got himself into trouble, no matter what the circumstances he had choices and picked the wrong one!! if he wanted help he could find it if he tried hard enough! the multi storey is a car park not a homeless shelter

Is he as willing to work as others, including immigrants? If he can walk around Eastleigh all day presumably he is relatively fit. Should we really be encouraging people not to take responsibility for their own position in life by giving them housing that others have to work for?

Help me understand this situation here - A man without a home for whatever reason sleeps in a stairwell of a public car park which he may have contributed to in taxes paid in the past. I evicted to where???? The only thing he has where he can sleep without being attacked by yobs he is being evicted from?
He should get a collar and see how he stands when the RSPCA are engaged or maybe he could plead asylum then he gets a five bed home in town and all expenses paid.
He needs all the luck he can get and it isnt coming from within the borders of the UK clearly

After having my last comment deleted, for some unknown reason I thought I would post again. As I said before, I feel for this man. I wish him all the luck, Although with the goverment that we have here- I doubt it will happen. Maybe he should find himself a young, single, mum to be who's 15 years old and enjoys drinking Lambrini on a Friday night- Maybe then. Just Maybe, they would house him. I see him quite often, and abuse is often shouted at him. His circumstances are unknown, whether intentionally or not intentionally he is homeless- The council have a right to house homeless people. So why don't they get their arses into gear and do it! This man clearly needs help, and no one is willing to give it to him. Medical checks need to be run etc on him, and I do not object to paying my taxes for this! As being homeless, and in this bloody cold weather he's going to need some checks. I'd rather spend my taxes on this, then spend it on the "Lasers" that are proposed to go into southampton etc. Good luck to him.

Oh, and one more thing. If enough people manage to get council houses, and neglect them by the use of drink and drugs. (Prime example if you drive down Nightingale Road, Eastleigh) Then why can't they give him a place like this? I'm sure he needs this more then what the druggies that abused this house in question did.
