Inquiry into secret Hampshire County Council bonus payments is a step nearer


AN INQUIRY into secret bonus payments to top executives at Hampshire County Council moved a step closer last night after a request for an investigation was tabled by opposition councillors.

Council leader Ken Thornber faced calls for to quit when it emerged he decided to hand out huge payments to high-ranking staff, apparently without the knowledge of fellow councillors.

He had previously denied his authority paid bonuses to staff.

Liberal Democrats are now demanding a probe into payments made in the past two years to seven senior officers totalling £87,000 when the country was in the middle of deep recession and 1,750 mainly male workers at the council had their pay cut as part of a new salary structure.

Cllr Thornber, who himself received £41,089 in allowances in the last financial year, insisted the payments were not contractual bonuses but one-off payments in recognition of work to deliver savings of £57m in the past three years. However he so far failed to explain how and when he made the decision.

Attempts to contact every member of his Conservative Cabinet failed to shed light on how the decision had been made. Many refused to return calls while others admitted they didn’t know or couldn’t remember anything about the bonuses. Last night Lib Dem councillor Bruce Tennent, a member of the council’s select committee for policy and resources, tabled a request for the bonus decision and policy to be properly scrutinised with an inquiry.

He told the Daily Echo: “The transparency issue is the major concern. I want it on the agenda at the time of the next scrutiny meeting (on July 22).

“I believe they will have to accept my request. It would be embarrassing for them not to.”

Cllr Tennent said it appeared the senior officers, had already, been paid extra for doing their jobs.

“Why give them extra money if money was short?” he said.

Lib Dem group leader councillor Keith House, who is backing the calls for an inquiry, has accused Cllr Thornber of a coverup by hiding behind the meaning of words to the disguise pay awards.

Cllr Thornber, who lives in Sway and represents Brockenhurst, was unavailable again for interview or comment yesterday.

He has previously stated there was “no contractual bonus scheme in place” at the council.

But he added: “We do, however, recognise exceptional performance with special recognition payments on a one-off basis; an approach which is in line with most other local authorities and derives from established national agreements.”

Save the expense of an inquiry - here is the result.

SRP is historical, so Ken Thornber has done nothing untoward. It has however highlighted the need for structure and transparency and over the next five years the council will implement the necessary changes.
Meantime the council would like to formally thank and recognise Mr Thornber for his impeccable guidance and leadership, and we as local taxpayers should be grateful.

It would be a pity for Cllr Thornber to have to step down from leading a council which has been one of the best in the country for some time over a matter such as this.

Pity the Lib Dems under Cllr House's leadership didn't call for inquiries into how their three previous Hampshire MPs managed to manipulate the expense rules in Parliament to "stuff" their party political offices at the taxpayer's expense and thus help them get their County seats!

He has mislead us with his denial of any bonus payments, and this is becoming typical of persons in his or similar prominent positions. Cons, LDs and Labour have all let greed cloud their judgement when it comes to money, and or extra marital relations....They have put themselves into the public domain, and must there for pay the penalty of indiscretions.....Ge

once again the public purse has been opened and bonuses paid out if you employee some one for a set wage that is it we cant afford to repair roads upkeep schools and hospitals but these self impressed lords think they can share the purse strings and bugger the rest.Well Sir Ken you've dipped once to often shut the door on you're way out YOURE FIRED

to take money from the staff, (male staff pay cuts) and then give that what was taken, to the top brass, sounds more like thieft to me.

Who is going to hold this enquiry?
I suspect it will be nicely worded cover-up by some handpicked reliable pen pusher/s.
Regarding Lib-Dems moaning about it, it is pure hypocrisy. They have plenty of skeletons in their own cupboards. Their own leading lights abusing parliamentary funds may not be the only examples.

Why hasnt he been reported to the local government ombudsman, who may have power to investigate this issue, and if necessary recommend that he is removed from power. That way there can be no direct link to any of the conlibs doing deals behind closed doors, or on the square as appropriate, that is of course if any of the conlibs are on the square.

i go to work ,,work hard im self employed all i need is a thankyou ,,,for my work and the wages payed to me at the end of the day ,,,,,,we need to get rid of the bounus culture in this country ,,,the solders and nurses and heros dont get any bonous

'Special recognition payments' isn't some weasly phrase Cllr Thornber has made up to get round giving his top brass a bonus. These payments are payable to recognise ANYONE in the council who has conspicuously worked above and beyond the call of duty. For example, I know three caretekers who got these payments last year for making an outstanding contribution when they could quite easily have stuck to the terms of their role if they had chosen to do so. These payments are NOT bonuses! But now that regrading and promotion are distant memories, they ARE probably the last means available to reward those people in the service who go the extra mile when it matters.

Perhaps this would be a good time for the councillors to reveal just how much they receive from the public purse. We know that some receive many tens of thousands of pounds, from many different pockets. Details should be easily available, but they are not.

If they were payments rewarding what is worth rewarding, HCC would sing from the rooftops.
The fact that they have tried to hide it proves that it was bungs.

£87,000 spread £1,000 per person to deserving lollipop folk, cleaners etc is a good news story.

£87,000 dished out to a few higher rate tax payers STINKS.

Do we need money wasted on an inquiry to establish what is now an English way of life.When Maggie stilfled union strikes,she overlooked the culture of swapping the term pay rise for bonus! Ironic 20 years later it is managers who have taken up where the unions were fighting for the trough.
