West Wellow gypsy site plan is rejected


A CONTROVERSIAL scheme for a permanent gypsy site in a Hampshire village has been thrown out.

Officials said the plans would have a detrimental effect on the countryside and there was no “demonstrable need” for the site.

This flew in the face of council officers who supported the application in West Wellow by two families for private gypsy plots to put living accommodation on.

Test Valley Borough Council had received about 30 letters objecting to the proposals by the Powell and Castle families on land near Steplake Cottage in Wellow Wood Road.

Nigel Anderdon, who represents Nursling and Rownhams, and is also on the Hampshire Joint Gypsy and Travel Panel said the right decision had been made.

He said: “At the moment there is no requirement to provide gypsy sites in Wellow and no decisions should be taken until it is known how many in total are needed in the Test Valley.

Policy breach “The Castles’ are already housed at HCC’s Bury Brickfields Park in the New Forest, so they do not require further housing consideration and Mr Powell, who owns some of the land, has confirmed he is not a gypsy, therefore this application does not concern gypsy accommodation.”

Both families have already moved on to the site without planning permission.

Mr Anderdon said: “This site is an unauthorised development in the countryside by a member of the settled community and if he chooses to let his land to a friend for residential caravans, this is a further breach of Test Valley Borough Council’s policies.

Valley Park member Alan Dowden said there was great public concern over the plans which it was right to take into consideration.

“Wellow and Test Valley have already taken their share of sites,” he said.

Both Wellow and Plaitford Parish Councils objected to the plans. Both authorities claimed there were already many gypsies in the area.

In a report to the planning control committee, borough officers said there “is a need for new gypsy and traveller sites” in Test Valley.

No decision has been taken yet on whether enforcement action will be taken to remove the two families.

The borough council in Basingstooke provided a site with all mod cons inc street lighting for gypsies a few years ago. What did the gypsies do? Smashed the place up and ripped out anything that could be sold. The council eventually closed it down. What a waste of piublic money.

I'm not being racist before anyone gets on their high horse - just telling the facts.

Once again - it's a shame that these people are labelled as 'gypsy' when we all know that there several types of Romany people.


This is the loosely labelled 'travelling' community who cause havoc wherever they pitch up and leave a trail of destruction, fly-tipped rubbish, human excrement whilst the local householders have to endure door-knocking pests.

Who in their right mind chooses to let these chancers rip them off with dodgy 'tarmac' drives, roofing jobs, gardening etc.


Also the police figures can verify an increase in localised crime with 'distraction' burglaries mostly against elderly vulnerable OAPs etc.

Stating facts is not 'racist, despite what the loony left liberals keep pumping out.

Genuine travellers should be able to put down some roots if they really need to forsake an itinerant lifestyle. The kids need roots and a decent education which might give them a chance to break away although the traditions are quite strong.

However- the black economy of this cash-based segment of 'workers' means that many of them do not really wish to 'settle down' i.e traceable addresses etc.



Funny enough -many of these people have nice homes back in Eire but choose to pop over here and 'travel' all over the place. I wonder why? Can anyone explain?

I've heard people tell me about groups going through their gardens, looking through windows etc. The police are weak at dealing with this mob, bound by laws designed to protect rights. Pity the rights of local residents don't apply

If so, then why?
If they are buying the land, then they can apply for normal building permission through the usual channels.

the are abusing the planning system by buying land for one purpose then putting in a planning application over a bank holiday weekend whilst moving the whole hoard in before the authorities can stop them.

I am aware that is the procedure they use, but if the law abiding citizen did this, he would feel the weight of the law and have it pulled down. These 'travellers' seem to be above these laws.

These "travellers" are a minority group and this is positive discrimination. Just wait until I have to employ some of these individuals by law.

Good Post King Mush. Regarding the tinkers (as opposed to Romanies) It was not many years ago that the police would state that they could only intervene on an illegal traveller site when there was evidence of forced entry. Now of course tinkers regularly use boltcutters and lorries to force locked gates open. And what do the brave boys in blue do? They watch it happen, and arrest any citizens who try and stop them for "breach of the peace!"

King Mush is right, I think nowadays a Romany gypsy is rare to find; a gypsy probably hates having 'travellers' on their site, it even lowers the tone and a gypsy's reputation, they are professional in comparison. No, the traveller is a way of life that opted out of any responsibility, i.e., run away from home, been in prison, does not want to work, and along with the other more professional gypies, get help from the State, no tax, no paying out for rubbish bins, water free, no responsibility at all including a girl who also has no will to support herself - its almost a Shangri La, one can get scruffy, only knows water to drink, no cleaning their little love nest, and probably stoned out of their lives. It all sounds great if one likes DIRT.
