PLANS to create a HMO (house in multiple occupation) in Shirley would have "an impact on the character" according to planning officials at Southampton City Council.
Developers had hoped to transform 4 Anglesea Road from a dwelling house into shared accommodation.
However, the city council didn't believe the plan was sufficient and refused it.
