PLANS for new flats in Swaythling have been deemed to offer a "poor living environment" Southampton City Council has said.
It had been hoped that the two-bedroom dwelling at 76 Harrison Road could be converted into two flats, comprising of one one-bedroom and one three-bedroom spaces.
However, the city council believed the development would give residents a "dark and gloomy" kitchen living area.
It was rejected on Tuesday, May 29.
