Newcombe Road following last year's street party
IT was a party that left a street riddled with rubbish, residents complaining about loud music and organisers facing a £2,000 clean-up bill.
Despite the three-hour council operation to rid Newcombe Road in Southampton of broken glass and numerous noise complaints from fed-up neighbours, organisers are planning a re-run this weekend to mark the Queen’s diamond jubilee.
Police have warned anyone planning to attend the event, or any other unlicensed street party in the county, that they could be committing a criminal offence.
More than 4,000 people have so far been signed up to attend a party in the Polygon on Sunday.
Organisers, who have been arranging sound systems and DJs for the party, admit they have failed to arrange an official street closure, but insist the event will go ahead and is “100 per cent legal”.
But Southampton City Council and Hampshire Constabulary say they will take a “very dim view” if the road is closed without permission – and are urging people not to turn up.
Last year, long-term residents in the student-dominated area said they felt intimidated and had to take their cars to safe places, as more than 2,000 revellers took over the street.
One resident, who did not want to be named, said he was dismayed that another party was planned for this weekend.
He said: “It was horrendous. I was trapped in my own home.
“I even locked my cats in.”
Lorraine Barter, who is a member of local campaign group Residents Action and lives nearby, said: “I went there last year and it was like rush hour on the London Underground – you couldn’t move.
“I went round and asked the disc jockeys to turn it down and they couldn’t even lip read what I was saying because it was so loud.
“I phoned the police about 5.15pm and they wouldn’t come out. They told me afterwards if they had tried to go in and close it down there would have been a riot.”
The people behind Sunday’s festivities, who have not responded to the Daily Echo’s requests for a comment, have been urging partygoers to bring bin bags with them to avoid a repeat of the mountains of rubbish from last year.
In an online advert for the party, organiser Danny Baker said: “This is for all the family - bring your Nan, bring your kids.
“We were too late for road closure as the council needed three weeks minimum. They informed us to do a street meet.
“As long as all equipment is off the road, which will be the case anyway, we are fine to party.
“The police will not be shutting it down.”
But the police and council insist they will act on any attempt to obstruct the highway or close the road.
A spokesperson said: "We’re strongly discouraging people from attending this attempt to hold an unlicensed street party.
“There has been no application to close the road and any attempt to do so without permission would lead to police officers taking a very dim view.
“The council and police are already keeping a close eye on the situation and won’t hesitate to take action where necessary. Officers will be patrolling the area on the day.
"Police had not been made aware in advance of last year's event and so by the time we were notified, it had grown to a considerable scale and the safest option was to allow the event to continue.
“A number of police attended the event to make sure things stayed safe and to keep an eye on it.
“We must remind people that holding or participating in unlicensed events may lead to them committing criminal offences, such as obstructing the highway."

4000 odd drunk students and party goers, yeah lets not spoil their illegal party, that could result in damage to residents property, will terrorise the elderly population, will leave mountains of rubbish, vomit and Christ knows what for other's to clean up, not just Council workers but residents too, the Police should be there from 8am onwards to ensure no party takes place, if they're that desperate, take it to the park opposite the Civic centre lots of space, and no one nearby to complain, the Council could even put Tidy bins in place for all the rubbish generated.

The ONLY complaint you can level at the organisers is they did not foresee the amount of rubbish left behind. In every other aspect of the party itself it was probably the best Royal Wedding Street Party in the Country.

Also, "organisers are planning a re-run". Nobody involved with last years party is involved in this Newcombe Road thing.
Two of the clubs who were represented at last years party, Orange Rooms and Junk, are arranging a fully legal, licensed and council compliant party in co-operation with the police and council for Monday 4th June...why don't you report that

I agree last year the main problem was the 'rubbish'. It's not difficult to do this properly and get the residents 'on board' with it with the right planning. It just seems very last minute and without the proper permissions, street closure or streetparty licence. Why should they be exempt?
I agree that no-one wants to be a party pooper but avoiding getting licences and not organising properly will get people's backs up.....
that said, I hope if it does go ahead it all goes well and it doesn't get out of hand....

Having chatted to 2-3 people yesterday about it who were i ntheir mid twenties I was surprised when asked that they didn't know and were actually embarrassed. "something to do with the Queen" was their answer. Very sad indeed.

Everyone else having a street party has applied for a licence there have been plenty of notices about this, plenty of time to do so, this is stupid and arrogant. Whilst no-one wants to be a party pooper this could easily get out of hand as it's not properly organised.

everything about this news report is rubbish.... everything your reporting is guessing figures.... it was the best time for a lot of peoples lives and there was no fights, just people having a good time like other people were doing a few roads away.. just because the daily echo don't like students they target a student based event. again. there are 100s of homeless people drinking on the streets everyday and there is no attempt to stop them begging or not drinking alcohol and making people feel uncomfortable walking down london road or by jurys inn. I can assure you now they cost police time alot more than one street party.

This was seen by some as an attempt to commercialise last years street party and so they decided past the deadline to arrange their own.
There is strong suspicion that "Danny Baker" is a fake profile in order to avoid any bills or legal action.

Full licences are not required this year, by order of David Cameron! I think the only restriction is that through roads have to remain passable for emergency vehicles and local residents. People should not be able to throw parties like this that are not properly organised in such residential areas BUT it should be made much easier to do it legitimately and authorities should have a much more supportive outlook. I understand that after the last one the organisers were hit with a £2000 clean up bill but were not given the chance to do it or even help with it themselves, not good.

There are not even a hundred street homeless people in Southampton - the last time I actually checked this statistic it was around 15. Even when you factor in people with homes who choose to drink on the streets it hardly adds up to hundreds.
Can you also verify your statement that they cost a lot more police time? The police don't generally arrest street drinkers and any interaction with them is likely to be on their beat rounds, rather than a specific journey.

They pay no council tax, make no significant contribution to Southampton society (bar buying dope and coke) and are as dirty and irresponsible as unhousetrained puppies. Travel on the U1A any night and watch them drinking and defecating on it.
In Leeds, Belfast and other places, they have started arresting, jailing and expelling from university their party animals. In Southampton, these leeches continue to be a blight on the place. All they can do is drink and vomit. At least with intelligent puppies, we would rub their noses in it to teach them right and wrong. Students think they are better because they desecrate war memorials.
If a few dozen of these leeches were arrested and expelled from their party universities, their dim witted confreres would get the message. We who pay the piper should call the tune.
Your exams are over. Go back to mummy and daddy, you spoilt, unhygienic brats.
I live and am friends with many students they are none of these things you have said they spend long hours studying and working towards their degrees. Yes they let their hair down but just as much as those who work do so on a weekend. How you can be so disrespectful to people you obviously have never been involved with and clearly know nothing about is quite unbelievable to me. I would not judge you, in fact if you look over these posts the aggressive messages all come from non-students. Most of the events organised in this city are organised by forward thinking, innovative students trying to bring a life to this dull city of yours! WE are the future big earners who will be paying higher amounts of tax and pushing this country forward. WE will be greatly helping towards paying this ageing populations pension bill and yours! So stop being such a misery and a downer on everything we do or we might emigrate and leave you miserable 9-5 call centre workers to pay for yourselves when your older!

The scenes in the Common were disgraceful. The Council tax payers are sick and tired of the mess you spoilt, unwashed, noisy, loathsome creatures cause.
You have again brought shame on our city. While the rest of the country enjoyed themselves, you had to show that the football hooligan type lives and prospers when not confronted. All youi can do is make noise, make a mess and be a general menace.
Dozens of police and a chopper had to be scrambled to shut you up. We do not want you in bridges, on bridges or under bridges.
