Southampton City Council leader Richard Williams survives vote of no confidence
11:40am Tuesday 26th June 2012 in Southampton
By Matt Smith, Politics and business reporter
Southampton City Council leader Richard Williams.
THE leader of Southampton City Council last night survived a motion of no confidence following claims that he knowingly misled the public over the resignation of a Cabinet member.
Conservatives called an extraordinary council meeting to try to remove Labour’s Richard Williams from office for allegedly bringing the council into disrepute.
But his party colleagues stood by their leader and voted down the motion.
Cllr Williams failed to answer the claims that he misled the public over the real reasons for the sudden resignation of his efficiency tsar, just two weeks into the job, to avoid political embarrassment.
In a council statement, Cllr Williams had said that Cllr Keith Morrell had quit for health reasons.
Cllr Morrell later admitted it was a “fiction” cooked up to avert a damaging public Cabinet split after he had personally told Cllr Williams he was resigning as he could not defend looming cuts and savings.
Last night, Cllr Williams acknowledged “mistakes were made in the way this issue was handled, especially with respect to its communication”, adding “actions have already taken place to ensure that communication procedures have been improved”.
He added that the content of the council statement was based upon information from “a number of third parties and produced in good faith” but he offered nothing more.
His deputy, Cllr Jacqui Rayment, who signed off the statement for Cllr Williams, apologised for “not paying enough attention to the wording” but insisted it was “correct" at the time.
Cllr Morrell himself declined to comment on the row, saying only that his commitment to the Labour party was as strong as ever and that he looked forward to voting down the Tory motion.
Ruling Labour councillors one by one stood up to affirm their confidence in Cllr Williams and praise his abilities as an election-winning leader.
They criticised the Tories for personal attacks on Cllr Williams and said that the debate was a distraction from the business of running the council.
Conservative councillors insisted that the trustworthiness and integrity of the council leader was of public importance.
Tory opposition leader Royston Smith told Labour councillors that by voting against the motion they had publicly branded Cllr Morrell a liar.
He revealed that Cllr Williams had already tried to sue him for calling him a “hypocrite” in a newspaper article.
Councillor John Hannides said that the special meeting was unprecedented in 20 years and said Cllr Williams’ response was “repugnant and insulting”.
He said that Cllr Williams had made no attempt to address the “serious allegations” and questioned whether he took the office of leader seriously.
Liberal Democrat group leader Adrian Vinson, whose party abstained from voting, said that the row raised questions over whether Cllr Williams had the “ability to make the right judgement calls under pressure”.
Cllr Williams was unavailable for further comment following the debate.

Well, no spit.
I can't help wonder if this decision was reached by his colleagues for the good of the Council and therefore the people it is tasked to serve or out of fear of being pushed out.
Maybe they were threatened with Sick Leave.
Well, I say I wonder but I think know really...
No. It was reached for the good of themselves! They voted for a man who gave NO explanation of his actions!! Williams issued the Statement and Rayment signed it off!! How daft is that?! He's blaming a so called "third party" and his deputy who signed it off says she didn't read it properly! Nothing about Morrell running for the hills or why he ran for the hills.
It's a shambles and heaven forbid, these clowns will be running our City for the next two years! Start praying now!

This was only ever in the interest of Smith and the Tories and not for the residents of this City.

And as regards the gall of Hannides saying .... Quote:-... .... Cllr Williams’ response was “repugnant and insulting”. .......... Well so was your handling of the Spitfire Monument and the Sea Museum ..... ..... People who live in Glass Houses Councillor ................

Now perhaps Williams will be allowed to get on and run the Council without the pathetic losers of the failed Tory party continually sh*t stirring.

In addition perhaps the Echo could resist in contiually giving the failed ex leader and open platform to spout from

How about drawing a line under what has gone before and judge the new Council on their results in the future, a number of them are new to the job and will need to learn the ropes before jumping in and making decisions, there certainly seems to be a mess left by the previous incumbents, let's see if the new kids on the block can make a difference, hopefully dropping the Political dogma in the process

If Councillor Williams did lie, what has that got to do with the previous incumbents? How did the previous Conservative council influence him into telling an alleged lie?
We aren't talking about a number of them. This is about Williams and an alleged deception of the electorate. They need time to bed in? So they are bunch of amateurs learning on the job then? Blimey, that doesn't bode well does it?
Why are you making excuses for them? Vote for them by any chance ..? ;)

So when his party colleagues were rejecting the Vote of No Confidence, of course, they had the good of the people of Southampton at the forefront of their minds didn't they?

If Royston Smith were a competent person who was more interested in what was good for the city, instead of trying to score cheap political points, he would not have called for a vote of no confidence, that he knew he would lose, and instead have used the time for the betterment of the City.

Just another defeat for Royston Smith, he should have done his maths before calling for a vote of no confidence, it's a no- brainer a non-starter, no Labour councillors would back their leader over a a disgruntled loser like Royston.
Apart from getting elected as councillor in the first place, Royston has not won any election personally and lead his party to a crushing defeat, to me this sort of says something about him more than the Tories in general.

Absolutely correct. Absolutely nothing should have been done, what your essentially saying is that MPs that you support should be given free reign and not come under scrutiny from peers when a ex-colleague accuses the council leader of misleading the electorate.
It's ok to deceive the electorate then, as long as it's the party you voted for.

At least Royston and the Tories tried to protect front line jobs by asking for pay cuts rather than redundancy and no one to carry out the vital work.
Off course Labour are unable to do this because their pay masters the Unions have a gun to their heads.
About a third of the electorate stayed away from the local elections and let this shower of incompetent amateurs into power, something we will live to regret.
Why do you think Southampton hasn't had the wow factor for decades? The Answer is Labour have had power for most of it and have no vision of our Historic past and potential for the future.
Today was another nail in the coffin for democratic law and decency.

Why were the Labour Councillors gagged from speaking to the press?
Surely in this day and age we should feel free to speak openly and honestly to the electorate!
Not when your **** for power is of more importance than the electorate that voted you in.
To the Labour voters out there who think you are now represented, just remember that poor woman (Life time Labour Voter) who was called a Bigot by Brown when daring to raise the question of mass immigration.
It's taken all this time for a desperate Millipede to admit she was right. But this is only to try and get disgruntled Labour voters back. Sleazy bunch.
At least Royston was honest with you all about the cuts, unlike Labour.

This financial crisis is an INTERNATIONAL one, that had its beginnings in the USA and spread world-wide.
Maestrict was a financial crisis of the Tories' own making, and saw interest rates in the teens, massive unemployment with the only growth industry being an increase in bailiffs.

It was display of tribalism of political parties exhibited in it's worse form, and most NuLbour Councillors were by far the biggest culprits.
Motion put forward by Tories was very much flawed. Most important issue of freedom of expression and rights of free press, over which NuLabour's paid pen pushers trampled was not even mentioned.
Obviously others will have their own opinions, which may be different from mine, but in my view Tories won the debate BUT lost the vote.
Even my real socialist commitments could not stop me from shaking the hand of Cllr. John Hannides and congratulating an old colleague and political opponent for his admirable speech.
By far the worse contribution and speech was of Leader of Council Cllr. Richard Williams, who read page after page of his statement with supersonic speed that I found it difficult to understand his waffle. Probably that was exactly a the point of his disgraceful exercise.
Cllr. Keith Morrell's total of two sentence explanation of his reason to resign explained absolutely nothing as it appeared to be another oath of loyalty to same system from which he has resigned and same party to which he has deliberately caused enormous embarrassment.
Most of those NuLabourites who spoke went through already typed scripts in front, I won't be surprised if those also came from some pen pushers in their party, all of them rather than addressing the order paper in front talked about Williams importance as their best asset in last election. Although in my opinion it was Osborne's budget and unpopularity of last Tory administration that won them the seats.
To put it mildly they reminded me of North Korean communists who self efface themselves while kissing the back side of their ruthless dictator, whom they call 'Dear Leader'
So I wonder if 'Dear Leader' of our NuLboourite's may be in need of some cream for soar back after so much of patting kissing and licking!!!
If I was to award the biggest biscuit, it would have gone to William's latest appointed poodle Noon. He proved worth every penny of many thousands of pounds he will get out of job given to him by 'Dear Leader' by describing him as the best ever Leader of Labour Group. Thus insulting people like Dr.Alan Whitehead by implication.
Simon Letts used the opportunity to shamelessly ditch any pretence of what he tried to portray himself when he spoke to a meeting of TUSC. Proves these NuLabourites can't be trusted.
Cllr Rayment proved her unsuitability for Police Commissioner's post for which she is Labour's candidate, by admitting that she was responsible for clearing the statement at the centre of this argument. If she can make a complete mess of something so small how can anybody trust her with huge and most difficult issue of policing Hampshire and Isle of Wight?
Yes I want to praise NuLabour and pick holes in Tories, on the basis 'Our own devil is better than somebody else's monster' BUT as a socialist I must respect the truth. So can only say that yesterday was not only sad but a day of shame for NuLabour. So now your party has made out that Barnes Andrews & Morrell are liars or are you saying Williams is a liar Raynor is his stooge & we'd rather follow a liar than get rid of him?
Labour councillors have not had a single person contact us regarding this issue. As usual the local Tories are talking about things which only they want to talk about and they are completely out of touch with public opinion. How many defeats and humiliation do you have to suffer before you change your tune.
my neighbour went to a residents meeting with three Labour councillors there.
He asked if the Council would allow tenants to have free Solar Panels fitted under the Government scheme.
he was told if we need to do something to the roof we'd have to pay to take them off so NO we won't let tenants have the same free electricity as private households.
He felt let down & won't bother airing his thoughts with any Labour Councillors as he thinks they're all liars.
Why don't you explain to your tenants why you won't let them have the Panels as I know a lot want them in Lordshill & Millbrook?
Then explain why your leader said he would prove who the liar(s) were/was then said nothing & you lot of scared rabbits all obeyed your Fuhrer & voted down the no confidence motion?
He did an interview with the Echo they were lying & he didn't say it comes to mind.
then Your Colleague Barnes Andrews resigns from the shadow cabinet as he thought Williams was lying & the Refuse cuts were coming.now we have Morrell saying Williams lied?
so Barnes Andrews doesn't know what he's talking about( a Liar?) the Echo printed a LIE as he didn't say it & of course let's not change Morrell's a Liar as well & you lot trust him?

I have very little time for people who fail to put their Money where their mouths are.
Cllr. Rayment as already said has yet again proved her to be unsuitable for not only Police Commissioner but also to be Deputy Leader of Council.
Labour should ditch her and get somebody like Denham to be their candidate. I may disagree with John Denham but will always respect him for being very able man with lots of experience and willing to work hard.
John Noon? You may not be old enough, there used to be picture on old records 'His Master's Voice'.
YES he is a hard working ward councillor but I think this job, not the money, will be bit too much for him.
I think you are reading too much into his membership of Unite, as far as I know he is just an ordinary member and not very active in the union. He is very much on the right, used to support right winger colonial style man John Arnold. I can't remember JN ever supporting strikers on picket lines, where I and few others have spent plenty of our time, which often upset people of political loyalties like your good self. So Unite could hardly have anything to do with this appointment.
To the best of my knowledge only councillor who's heart is genuinely with workers and their unions is Don Thomas. Other one used to be Danis HARRYMAN, who just like Don was hard worker with real Labour values. As far as I am concerned most others are either freeloaders or should be in your Conservative Party!!! But will Smith be silly enough to trust them?

Older people in Labour have set a terrible example to their younger colleagues about standards in public office. Shame, shame on you, some of whom I had previously respected.
Lying is wrong, long term you will regret not having the guts to tell the truth, you have corrupted younger people around you who may follow your example in future.

If cheering the Front Benchers and clapping like monkeys is Dave's measure, then what about those on NuLabour side who behaved like humans and did not clap either but reluctantly sacrificed their conscience and voted under order of The Whip.
Please face the facts, your 'Dear Leader' is turning your party into Titanic, and your candidate for Police Commissioner who herself admitted to having casually cleared the false statement, has destroyed her credibility for a very demanding post.
Please take my sincere advice for the good of your party for which I campaigned hard for over 35 years:
Keith Morrell, whose inconsistent record you must know, is responsible for creating this mess. So don't be weak kneed, fire the self confessed liar.
Your Dear Leader may be very successful at many other things but he has proved to be unsuitable for this job. So please elect somebody bit better. In the absence of Alan Whitehead or somebody with his kind of ability; Even Simon Letts could considered.
Ditch your candidate for Commisioner Cllr Rayment, get John Denham to leave parliament early, with his ability and experience he could be your party's saviour.
Finally Most important: Start being honest with people of our city by telling them the truth, exactly which services NuLabour is going to cut and how many jobs it intends to destroy.

Apart from getting elected as councillor in the first place, Royston has not won any election personally and lead his party to a crushing defeat, to me this sort of says something about him more than the Tories in general.

Lone Ranger, in my view Paramjit is an honourable man who believes Councillors should tell the truth.
Labour did not have the guts to tell the truth, they tried to avoid the question whether Morrell or Williams lied.
The trouble with lying is it becomes a habit. I understand Labour said before the election, they would protect jobs, salaries etc. Was this another lie? We will see over the coming months.

I have NEVER suggested anything other than PB being an honest and honourable man.... My views are not always shared by him and vice-versa but for you to suggest anything different is shameful.

If anything the "abuse" shown to him by some of your fellow Blue Rinse brigade are totally disrespectful

If you really are hung up on truth then you need look no further than you own local and National parties.

Yesterday in the council chamber the Tories looked a bit lost. They went through the motions with their usual over the top vitriol, exaggeration, name calling, insults and hysteria and it failed.
Many of their backbenchers looked bored and did not join in with the Tory front bench clapping. Does Royston Smith have the confidence of his own group. Maybe he should have a confidence motion in his group

How come Paramjit Bahia didnt see it the same way ??
If cheering the Front Benchers and clapping like monkeys is Dave's measure, then what about those on NuLabour side who behaved like humans and did not clap either but reluctantly sacrificed their conscience and voted under order of The Whip.
Please face the facts, your 'Dear Leader' is turning your party into Titanic, and your candidate for Police Commissioner who herself admitted to having casually cleared the false statement, has destroyed her credibility for a very demanding post.
Please take my sincere advice for the good of your party for which I campaigned hard for over 35 years:

He not very good on his Politics, wells how he came across to me when I last spoke to him and his daughter in Shirley, He could not pick any faults, with the TUSC manifest all he could do was pick on spelling and grammar that was more likely off been a typo than a spelling error, He may not been able to pick fault with the manifest because he might off agreed with it. And if thats the case he in the wrong political party, but then again he did confess to being a Capitalist just like Whitbread did.

He said he tried coming to an agreement with the trade unions to keep as many as possible in work & to ride out the cuts but the unions wouldn't negotiate.
ACAS proved him so,so right as guess what? Yes the Unions wouldn't negotiate.
He said the money for Sea City would come from grants & fund raising as of now I haven't seen this Labour council offer proof to disprove that.
yet you some how come out with magical figures.
So compared to Williams,Raynor & now the Labour council he's squeaky clean can Williams say that? Or Raynor who's trying to make us believe she signed a Press release with out reading it first?

Maybe they were threatened with Sick Leave.
