COUNCIL planners blocked the siting of a taxi rank in the heart of a Southampton nightclub district - because it would ruin the look of the street.

Against police advice, the views of taxi drivers and even their own licensing department, highways bosses refused to allow the rank to be put in London Road, where a large proportion of late-night bars and clubs are found.

Instead they located it around the corner in a residential road, making it more difficult for revellers to find, say critics.

The move has caused anger among some taxi drivers who say the location makes it difficult for clubbers to get home quickly and safely.

One driver, who asked not to be named, said: "Now they want to usher people across the road and around the corner to outside where people are sleeping. I'm sorry, but who thought that one up?"

Insp Tony Rowlinson, of Southampton's licensing unit, said the police wanted the rank in London Road to help with public order but were told it would ruin the street scene.

Richard Black, of the council's licensing department, said he had fought for two years to have the rank in London Road, but in the end had to compromise with Bellevue Road.

Cllr Gavin Dick said the council had made significant improvements to London Road and had to take into consideration factors such as cycling facilities, bus stops, taxi ranks, parking and loading bays. He added that they provided taxi ranks outside the law courts, Carlton Place and Bellevue Road The new rank, which ismanned by marshals on Friday and Saturday nights, came into force at the weekend, prompting complaints from some taxi drivers.

Clive Johnson, of the Southampton Taxi Consultative Committee, said: "My phone has been red-hot with drivers complaining about how it was handled.

It was like marshal law down there. Hackney carriages are legally entitled to pick up if they are hailed or booked, but they weren't being allowed to.

"We appreciate what the authorities are trying to do but not the way it was handled. A bit of discretion wouldn't have gone amiss."

However, Mr Black said: "Hackney Carriages are allowed to stop if hailed but what they aren't allowed to do is cruise past looking for passengers, and on Friday they were driving past the new rank and into London Road.

"We were making them aware that it was there and that they should use it. It's a case of letting the new rank bed in."

Insp Rowlinson said the new rank worked better on Saturday.

"We very much appreciated the co-operation of the taxi drivers, most of whom were appreciative of what we were trying to do. I hope that in time the use of the rank will become the norm.

The decision to put the rank in Bellevue Road is a joke. Now our drunken clubbers must cross a busy London Road to get home safely. Just wait for the hullabaloo when one of them gets knocked down or squished - the Cllr Dick / Highways Agency will have blood on their hands, in my opinion. Not only that but the rank won't work as the drivers will drive up and down London Road, be hailed, stop and cause disruption to the flowing traffic. Highways Agency - idiots , complete idiots

And bus stops and on street parking do NOT spoil the appearance of such a "pleasant" area ??? Regardless of the merits or otherwise of putting a taxi rank off the main street into what is claimed to be a residential area, I find the explanation very hard to follow, illogical and perverse. I have no love of taxis and the way they use the roads and other road users but I would have thought a taxi rank in London Road for use in restricted hours when they are needed at night is a sensible and appropriate use of a main street. I note that the road consists very substantially of banks, building societies and estate agents, all of which are closed after 6pm., leaving only the clubs and pubs open. A very strange decision indeed!!!

read the report, it is the highways agency who objected to a rank on london road - the taxi drivers, the licensing AND the police thought it a sensible place to put a rank, what with it being one the city's busiest areas at night. The best solution, imho, would be to put it on the junk side of london road between junk n avondale. It was tried there recently but the public kept parking there and the police *couldnt* enforce it and the traffic wardens only work till 10ish. The council could have kept their precious daytime revenue but no, lets tuck it round the corner, make the drunken clubbers cross a busy road and watch the people get hit by the traffic.

I can ASSURE you it will only be a short amount of time until someone is hit by a car/bus. I have already seen two near misses.

I would love to know if Cllr Dick or anyone from planning or highways has cycled down London Road since the "improvements" have been completed? As far as taking cycling facilities into consideration they have actually made it more dangerous for cycling up and down the road. The road is a lot thinner with no cycle lane, this means that it is hard for vehicles to overtake cyclists. They either have to crawl along slowly behind the bikes or try to overtake them but with limited room meaning they get closer to the cyclists. And when you have buses going both ways along London Rd and stopping you really do take your life in your hands when you cycle along the road.

Unfortunately for you though, i'm one of the vastly growing number of residents from Southampton, that are sick and tired of taxi drivers, robbing pensioners blind.

We've all heard the stories of old people having booked a taxi for a doctors appointment of funeral etc, having to find alternative arrangements when you turn up late, then have the nasty filthy taxi driver, turn up at her house the next day demanding a cancellation fee.

I guess you must dash now though, or you could miss out on an infirm fare, or get down the docks for a cruise ship where the real money is.

You sure as hell won't be at the taxi ranks that you demand, looking after the residents of Southampton, that you claim it's needed for when the ships are in.

I wholely agree with you that a night rank is the best and only solution. Taxis do not need to be on a rank during the day in London rd if ones needs a taxi during the day they can hail as one drives through London Rd as demand is very little, however, in the evening and night the demand is huge. So yes a night rank from 9pm till 6 am would solve problems for all concerned.

So how come the police, the Council and the local press give so much attenion to the Polygon area.?
They all talk to us at meetings and they know how bad the situation is when clubbers turn out.
Putting in new paving stones and seats will not change the night time economy scene.
Have you not heard that Southampton is the third worst city in the country for night time violence
connected to alcohol use ?
The Council call London Road The Night Time Economy Hub so it must be expected to be how I described it.
Why do you mention 7 p.m. when I was talking about after midnight ?
Is there a big demand for taxis at 7 p.m.

Lorraine, I am afraid yes this city can get even worse if people like you, who are only interested in Polygon area and ignore the problems of the rest of the city, become in-charge.

It is with great regret that I have to say that by ignoring the most of the city and keep on complaining only about your own small patch you seem to undermine your own good contribution to your community. You could have done much better by attacking the planning people who live in their own fools paradise and do not consider the impact of their follies upon our city. This taxi rank fiasco is one of those examples.

As a property owner in Bellevue Road, the Council has neglected to advise me of any such change to the road. As under law I have to be consulted to any chance in the use of the land outside my property up to the white lines that run down the middle of the road, and this applies to all properties, I feel they are in breach of this land registration act. I think they'd better think it out again.

The police and the planning office should be aware of this clause, so why they have not put a stop to these amateurs and their pathetic stabs at traffic management.

As I live in the Polygon there is no need for me to get involved in all city areas problems but you are completely wrong about me as I have had appointments with two Councillors to talk about problems in Bevois Valley and Portswood
where there are no groups like Residents Action to attract attention to the poor quality of life in some streets.
For instance would you expect a residents group in Woolston to ask the Council to do something about Lords Hill ?
Regarding Planning I am the person who has been asking for changes to planning law to control the number of night time economy venues, the use of which has driven long term citizens out of the
Polygon, Bevois and Portswood areas.
The taxi rank is not even in the Bargate Ward so do not expect me to work in two Wards at once, in fact I have often written to these internet pages asking if anyone in Bevois or Portswood wants to start an action group.
Would you like to do it ?

it wont make any difference,look at above bar on the bus stop side! we have ilegal parking by taxis waiting to use the rank the other side!so it wont make any diffrence in london road they will still park and clog up the road with no enforced policing it wont make any diff

i think mr hall and richard black are wrong in what they did last friday night stopping taxis picking up in london road and even turfing out the passengers that they did pick up even though they were flagged down legally also i would like to point out to mr hall and mr black that the issue of picking up insight of a rank is not a byelaw infact its a gentlmans agreement by the taxi drivers not to do so if i go down london road i personally wouldnt allow mr hall or mr black to remove any passengers i may of picked up...
also i was sat on the new rank on saturday night for approx 15 minutes but didnt get a fare so i pulled off into london road and got a fare straight away im a hackney and i can do that legally thats why i have a hackney plate on the back of my car...
so this is a message for mr hall and mr black if you want to keep the peace stop hassling inocent taxi drivers just trying to earn a living for our families

Agreed.

The angled parking is also fun for drivers. Most don't quite seem to know how to park their vehicles.

Finally they still haven't finished it - contractors materials and plant is still laying in some of the parking bays, months after this work was supposed to have finished.

Crock of 5h1t this project.

p.s. - the light coloured stones in the parking bars are already discoloured with oil!

After reading through all this can I just point out a few things here.
The reason why Taxi's do rank up on the road side and outside clubs is
1 because there is work there and 2 because there is nowhere else to rank up
There are over 250 white taxis and not even 60 spaces to rank on in the city centre
Do you know what a taxi driver is?
Taxi drivers/Hackney drivers are the guys in the White cars with Taxi written on them and they are the only driver's who can pick you up without a prior booking
If you ring up a so called “Taxi firm” then that is a private hire driver not a Hackney Taxi.
But what no-one has mentioned about the new ranks outside the law courts and Bellevue rd is, is that the law court is a 2 car rank and I believe Bellevue rd is a 3 car rank.
If the rank is full with its 3 taxi's then other taxi's have to drive by in hope of being flagged down or find another rank with an empty space. So how would this help get the 100s of people home at the end of the night?
This is why you see them ranked in London rd, outside Ocean&Collins, Reflex, and so on
A series of night ranks would be the answer, such as double green line's outside the bigger venues which would signify Hackney Ranking only after 6pm or something like that

This idea is simply not practical. Moving the taxi rank round the corner will cause immeasureable inconveniance to anyone wanting quick and easy access to a drunken brawl. What are these people paid for?

I live on London Road, and i'm up for anything that gets the blimming drunkards home quickly without waking me up! :D

Considering that Southampton has about 5000 taxis drivers and about 10 ranks, i would be really interested in knowing how not only they are going to solve this problem but also them realising that there are currently two taxi ranks on london road..... do we really need more?!?!?

The Hackneys are providing a service to Joe public to get him/her home at the end of the night and I have witnessed many a driver take a great deal of abuse and not all verbal, from their customers normally who are worse for wear. For goodness sake give them a break.

All they are trying to do is earn a living like the rest of us the best way they can and the “Marshall Law” tactics observed last weekend merely served to make life difficult for everyone. Whatever happened to things like notice and discussion I thought strong arm bullying was something no longer tolerated in this country.

I just wasted more time reading through all this junk, Flare and back stabbing.
Really guys get a life.
This just takes the focus of the real problem
Which is what‘s the easiest and safest way to get everyone home at the end of the night

And Taxi drivers, Police, licensing and Jo public all seem to agree that having the Rank in London rd was and still is the best option.
But the buck is passed to the local highways as the officials are saying they are the ones that decided against it even though the police and licensing lobbied for it
(if you ask me London' rd's new development was a balls up from the beginning)
Even the parking is the wrong way. Go pass a parking space then try to reverse into it whilst someone drives right up behind you. Great idea guys
So what happens next and how long before the Highway admits to their mistake and rectifies it
It’s easy guys a marshalled rank in London road for at least 10 taxis and there the problem is solved
Also might be a good idea to scatter some night ranks about outside some of the more busy places like Jesters and Reflex something like double green lines where the parking places are now to signify a night time rank this will also help to get people home at the end of a night and wont block up the roads
Surly this is the easiest solution

I completely agree with C. Sense, most of the local residents who went to the Council Consultation caravan in London Road pointed out the pitfalls of these so called improvments
and many of us did not want London Road alerted in the first place.
What is the point of the daft build out beside Avondale House ?
Is this awkward thing the reason why the buses now go along Bedford Place. ?
