Winchester City Council wants to revamp a roundabout at Mitford Road, Alresford, building six small flats and two semi-detached houses on an ageing garage block.
A two-bed bungalow will be built nearby, while the grass traffic island at the centre of the roundabout will become new public space.
Residents have raised concerns over parking but officers said feedback from consultation was positive.
A planning application is to be prepared after the project was approved by cabinet housing committee.
