What affect will Southampton City Council's budget have on council tax?


TORIES in Southampton have defended a proposed council tax discount for pensioners.

The 10 per cent discount for pensioner households has been attacked as "madness" by opposition councillors who claim hard-working residents will have to foot the £1.3m bill.

But the city's finance boss councillor Jeremy Moulton insisted all residents would get the city's lowest ever council tax rise of 3.3 per cent.

In an interview with the Daily Echo he said pensioners deserved extra relief after a decade of financial hardship. And he dismissed accusations the proposed discount for over 65s was attempt to win votes.

Cllr Moulton also explained how the downturn had led to a drop in income from land searches, developer contributions, investments, and fees and charges such as parking, which now needed to rise.

I fully support a council tax discount for pensioners, but not at this time. Everyone has a right to eventually retire and enjoy life more, and pensioners should be given a discount or dispensation from paying Council tax. The figures of course do need to add up! The younger generation should understand that they will be in the same position one day and will most probably be even harder up considering the pensions and property crises. It is unlikely that the younger generation will ever be as wealthy as the current retired population. They should be supporting this policy in the hope that it becomes ingrained in society and is still there for them to take advantage of when they retire! Whether a 10% discount is enough to make a difference though, who knows! This sounds more like a compromise for Jeremy Moulton to keep both pensioners (with their 10%) and the average voter ('no more than a 3.3% increase...') happy. In this economic climate it is probably not sensible to start offering discounts at all and to keep the increase lower across the board. Discounts for pensioners could hen be considered in 2-4 years time when the economy is improving. Also, a word on parking increases etc.,. did we see these costs fall when the economy was doing well? No. So, why should they go up when the economy is struggling?!
