HE says he's nothing like a Hunhe dog - but he's crying all the time.
Wacky political beast David Bishop, standing for Elvis Loves Pets Party, is furious at the extortionate pet bills.
The retired painter and decorator from Nottingham, who is also a poet and musician, said a public inquiry should be set up into the sky high charges.
He said: “I think there must be a lot of pet owners in Eastleigh who are fed up with the amount they are paying for their animals.”
Mr Bishop said he also wanted to ban air guns because pets were being targeted.
“I have been shot by an air gun in Nottingham - so I know how it feels,” he said.
One of Mr Bishop's other policies is to offer free neutering - which he said he wishes to extend to the disgraced former Eastleigh MP Chris Huhne.
