The scumbags who dumped an ill 10-year-old dog in a field to die alone need horse-whipping.
We need tough new laws on keeping dogs – eg all owners to have a licence, say about £40 a year, with concessions for pensioners and people on benefits, breeders and people selling dogs to be registered.
Buyers of dogs need to have paper work to prove where they have got the dog from, sellers of dogs to do a home check on the buyer before they sell a dog on.
All dog owners should have compulsory dog insurance, which must be produced when the dog goes to the vets. Anyone not having insurance should be reported to the dog licensing authorities.
Dogs should be kept on leads at all times when out in public, and owners must clean up after their dogs. Failure to do either should be met with a heavy fine.
Also, a register of bad dog owners who have appeared before the courts should be kept by the police, so dog sellers can check their buyers out.
I have had dogs since I was 12 and they have given me great pleasure and total devotion. If you can’t commit to a dog or any other animal, don’t buy one.
