Rod Bransgrove believes the England and Wales Cricket Board should have asked for references from the Rose Bowl before naming Kevin Pietersen as Hampshire's third England captain.
As a centrally-contracted player, Pietersen's availability for Hampshire has been limited since he broke into the England team three years ago.
He has only played in one Championship match and ten one-day games for his county since the 2005 Ashes series.
But Hampshire chairman Bransgrove believes the county should have been asked about Pietersen's captaincy credentials before naming him as the successor to Michael Vaughan and Paul Collingwood.
He said: "Interestingly, the ECB contacted no one from Hampshire, which is surprising. I hope I'm not being over sensitive but you would have thought they would have been diligent in getting all the references possible before making such a big appointment."
While he has questioned the processes behind the ECB's decision, Bransgrove also believes Pietersen is the right man for the job.

He said: "It's great for KP and it's also great for Hampshire to have an England captain for the first time since Lord Tennyson.
"His knowledge of cricket is quite profound for a young man. I just hope he carries on batting the same way and that he has the full support of people around him."
Pietersen is Hampshire's first England captain since Tennyson skippered his country in three Ashes Tests in 1921. CB Fry is the county's only other previous England skipper.
Pietersen will begin his new role this Thursday, in the fourth and final Test of the series against his native South Africa at the Brit Oval.
The 28-year-old will also take over from Collingwood as one-day captain, as England revert to their policy of having one man in charge in both forms of the game, for the NatWest Series against South Africa later this month.
