Plans by the Ministry of Defence (MOD) to build a new headquarters for the Air Training Corps in Borehamwood have led to two opposing camps.

Some residents and borough councillors fear the headquarters, in Rossington Avenue, will bring problems of noise, traffic, security and loss of privacy.

But other Hertsmere borough councillors said the project, which they approved at a meeting on Thursday last week, would benefit the town's youth and improve the look of the area. At the meeting, the Reserve Forces and Cadets Association asked the council, which owns the land, to approve its plans to replace 44 disused garages with a brick building, seven parking spaces and a turning area. Because the applicant is a Government department, it has the power to grant itself planning permission, with the borough council limited to the role of consultee.

The new building, for 50 cadets aged 13 to 18, would replace the former headquarters in Arundel Road, abandoned following vandalism and other problems.

Elaine Leslie, of Felton Close, told councillors that residents feared: noise from traffic and rifle-shooting, congestion, the security threat if weapons were stolen and losing privacy.

Ms Leslie, who will continue challenging the plan, added: "The residents' lives will be greatly disrupted. The majority of the local area are opposed to it."

Councillor Cathie Ward expressed concern that "rifles could get into the wrong hands" and Councillor Leon Reefe said the use of rifles in a confined space would be "loud" and a "nuisance".

Councillor Neil Payne added: "Air guns do not make a lot of noise, particularly if they are inside a building.

"I think this is, in principle, a very worthwhile project."

Councillor Morris Bright said the project was good for young people, adding: "I would be happy to get rid of an eyesore."

The committee agreed to attach specific conditions relating to the look of the building, landscaping, noise and parking to the MOD's lease.
