EG Eastleigh Borough Council building alongside the River Hamble conservation area at Bursledon (where a taxi driver was rescued from the adjacent flooded road - covered in the Echo Dec13, and where raw sewage and used toilet paper erupts from nearby drains at times of heavy rain - but the Council does nothing about that!) and a proposed hotel alongside the River Hamble between Bursledon and Hamble (adjacent to a protected River site!).

Because people running the council are total morons who dont' have 2 brain cells to rub together. Normal people wouldn't think to build a wendy house on a flood plain yet alone entire blocks of houses.

I agree its ridiculous to build on flood plains, we are getting more heavy rain now and i think that building on flood plains is partly if not wholly responsible
