I AM totally at a loss to understand the thinking behind Hampshire County Council’s decisions concerning the use of the recycling centres.
I am clearing my garage of ten years of accumulated debris. The council will allow me to dispose of the general accumulation of ten years of hoarding free of charge, except that in this debris is the remains of a bag of cement. This is apparently DIY waste and as such I am expected to pay £2.50 to dispose of it.

I must wonder just how much it would cost to collect this from a local hedgerow and just how much damage would it cause to be put into a skip full of waste destined for landfill?
