PLANS for a roof top bar in Southampton have been refused.

Planners did not approve the proposals for a new roof top bar at the building which currently hosts Medbar in Oxford Street.

Their decision follows concerns over the impact of the new bar on noise and local residents.

Developers said the site would be expected to close at 10.30pm.

But some local residents and councillors raised concerns.

The proposals were for a third floor to be added to the building and for the bar to operate from midday to 11pm seven days a week.

Councillors were told that the roof top bar would operate independently of the existing bar and restaurant and that Medbar’s employees are the only ones to currently live at the site.

In a statement read out at the meeting, a local resident objecting to the proposals said: “Additional noise would be very intrusive for residents in close proximity.

"The acoustic plan proposed as mitigation is irrelevant.

"Oxford Street is celebrated for its cafe culture and a balance must be maintained between the new businesses and residents.”

Bargate councillor Sarah Bogle also objected to the scheme and said: “We want Oxford Street to be vibrant and enjoyable but we recognise there’s a large number of residents living here.”

The plans were put forward by Fred Panj.

Speaking on behalf of the applicant, agent Ian Knight told councillors that the plans were amended following initial concerns.

He added: “Sixteen supportive comments were received and most of those against made reference to the Medbar and night time economy of Oxford Street and not the roof top bar.

"This scheme is not an extension to Medbar, it is separate.”

He said customers would have to leave by 10.30pm and staff by 11pm.

But planners also raised concerns on the lack of a Section 106 agreement and recommended for the plans to be refused.

The panel unanimously refused the proposals.
