Eastleigh Borough Council is looking at ways to improve visitor facilities at Itchen Valley Country Park, in West End.
Cabinet members have approved spending £34,600 on investigative work into possible changes at the park.
About £5,000 of this is being funded by the Hedge End, West End and Botley revenue budget while the rest comes from anticipated developer contributions.
A council report stated that the cafe facilities at the park are full at peak times and expansion of catering, meeting and other facilities could lead to increased income.
