Delays on M3 after vehicle blocks lane
A BROKEN down vehicle is causing delays on a Hampshire motorway.
A lane of the M3 northbound is blocked between junction 12 for Eastleigh and Junction 11 for Winchester.
There are delays of about 15 minutes heading back to junction 13.
