JAMES Ryan Steele, 28, of no fixed abode, has been fined for possession of heroin in Winchester.
Steele was stopped by police on June 28 last year in possession of 0.14g of the drug.
Magistrates in Basingstoke fined him £120. He also failed to attend court on April 10 for which he was fined another £20 with a £20 victim surcharge and £25 costs.
