A WINCHESTER man has spent so long in prison for a series of theft offences that he has been let off paying fines for convictions.
Kell Phra-Bang Andrews, of Hyde Gate, Hyde, was taken to court for failing to pay £886.07 in fines dating from October 2 2018.
Magistrates in Basingstoke were told that there had been a "change in circumstances" because Andrews had spent much time in prison.The magistrates remitted the fines.
