MITCHELL Cooper was fined more than £20,000 for flouting environmental regulations.

However, the 35-year-old of Hillyfields in Nursling has been given more time to pay his £26,429 bill.

He was previously charged with two counts of not being a licenced scrap metal dealer, two counts of not being a registered waste carrier, and failing to respond to an environmental notice.

The case against him was put forward by Test Valley Borough Council after rubbish was found dumped in Romsey and he was stopped with scrap metal in North Baddesley.

He pleaded guilty at Southampton Magistrates’ Court and was fined in January this year.

His case has been adjourned until September 21 this year.
