HEAVY delays were building on a Hampshire motorway for the second time today following a crash.
Lane 3 northbound of the M3 was blocked due to a crash earlier this afternoon.
The incident happened at junction 11, Winchester, causing delays but has now been cleared.

It comes after huge queues of traffic on the M3 northbound due to a broken down vehicle.
As reported by the Daily Echo, queues of up to 80 minutes were building on the M3 due to a broken down vehicle.
Lanes one and two heading northbound were blocked due to the break down between junction 10 and junction 9.
The breakdown has since been cleared by delays in the area were still prominent.
