TRAFFIC is heaving in Winchester today - and every city centre car park is full.
Visitors are being urged to use the park and ride facilities as delays continue to build.
The one way system is exceptionally busy and drivers are experiencing delays of up to half an hour.
This is likely due to the Christmas market attracting visitors, although the reason has not been specified.
