PLANNING chiefs are being urged to approve an application to upgrade a Victorian building in the centre of Southampton.

James Brothers Properties Ltd has submitted a proposal to replace 55 windows at Castle Chambers, a former factory that has been converted into 20 flats.

The 121-year-old building is part of a conservation area in Southampton Old Town, the most historic part of the city.

If the scheme is given the go-ahead the existing windows will be replaced with double-glazed versions with wooden frames.

The planning application says: "Castle Chambers was constructed in 1901 to house Knight & Son's brush and basket factory.

"The property occupies a prominent position in Castle Square and is part of an historic group, with Lansdowne House and The Old Court House (both listed buildings) to the north.

"The installation of replacement windows will have no impact on the special interest and setting of the listed buildings."

According to the application the windows will copy the form, size and design of the originals. No obvious change will be visible from the street.

"The proposal will significantly improve the energy efficiency of the building which will ensure its long term, effective use. As such the proposal is considered to enhance the conservation area and preserve the historic character of Castle Chambers."

The City of Southampton Society is supporting the application.

A public notice outlining the scheme has been published by the city council, which says anyone wishing to submit a comment must do so by May 20.

Other public notices: Southampton City Council is closing Brintons Lane between its junctions with St Marks Road and Northam Road from May 11 (9.30am-3.30pm) for tree maintenance. The works are due to be completed by May 12.

Southampton City Council is closing Second Avenue between its junction with Allington Road and the UPS entrance from May 16 (8pm-5am) for Telecoms maintenance. The works are due to be completed by May 22.
