Soiled nappies and human waste have been flung into trees on a Southampton estate.
Several nappy bags can be seen dangling from branches behind Meredith Towers.
The unpleasant sight has been there for days, much to the disgust of disgruntled residents.
But Southampton City Council will not be removing the waste.
One resident of the Thornhill tower block, who wished to remain unnamed, said: “I cannot believe there are people in this city who are willing to throw human waste around.
“When did we become animals?
"Living in a tower block as well, it’s not the best of views, but now it's disgusting to look at, especially when it is wet as the nappies expand and explode.
“I don't like seeing human faeces.”
The path beneath the trees and the roof of the nearby garages have also been littered with rubbish.
But the council confirmed no action will be taken to clear the waste from the tree.
A spokesperson said: “Waste crews are unable to collect this. We remind residents to dispose of their waste responsibly.”
