Plans to convert a historic Grade II-listed office building into five residential flats have been approved.

The proposal is for 11 Portland Street, which is currently being used as office space in the Southampton city centre.

Reconfiguration of the building's interior is proposed to create the new homes, keeping the structural and historic elements while installing modern services, alongside the repair and restoration of key architectural features.

Limited and sensitive external works are also planned, including the repair or like-for-like replacement of windows, render repairs, repainting in line with listed building advice, and potential new lead flashings subject to a roof inspection.

The development will be guided by a "conservation-led design strategy" to ensure the protection and restoration of the building’s historic character.

Although believed to have originated as part of a planned terraced development dating from around 1830 to 1840, the applicant suggests that 11 Portland Street is more likely a late Victorian or Edwardian re-build from around 1880 to 1910.

Over time, the building has been adapted for commercial uses, with internal alterations and the addition of modern fixtures.

The heritage statement said: "Southampton has a rich mercantile and maritime history, and the building reflects this heritage through its form, materials, and detailing.

"Over time, the building has been adapted for commercial uses, resulting in some internal alterations and the insertion of modern fixtures.

"So it is unlikely to be the original 1830’s structure."

Despite these changes, some original features remain, such as timber sash windows, corbels, stone window sills, ceiling mouldings, and a limited number of internal doors, skirtings, and architraves.

Pete Boustred, director of transport and planning at Southampton City Council, said: "The development is acceptable considering the policies and proposals of the Development Plan as set out within the officers report.

"Other material considerations have been considered and are not judged to have sufficient weight to justify a refusal of the application, and where applicable conditions have been to satisfy these matters."
