If Winchester's Bar End park and ride extension scheme were not to go ahead, congestion charges would be "strongly considered", says county transport chief, Keith Estlin.
His announcement was made at a Winchester movement and access plan meeting on Tuesday.
However, he also said the county council had been successful in lodging an appeal against the High Court Bar End decision, which ruled that alternative mitigation sites for the park-and-ride extension scheme had not been properly explored. Law lords and a judge are due to hear the appeal at the end of May.
