Winchester'S leading police officer has warned teenage mini-motorbike riders they face strict penalties if they are caught riding them in public places.

And their parents could also be punished.

Last Saturday afternoon, police on patrol stopped a 15-year-old rider at Turnpike Down, off Winnall Manor Road, and seized the vehicle in accordance with the Road Traffic Act.

The youth, who lived on the same street he was caught on, was handed a £105 plus VAT fine, and will have to pay £12 per day storage until the penalty is paid.

Winchester Sector Inspector, Kevin Baxman, said: "We will take action against these offenders as they not only represent a danger to themselves and other road users, but cause a nuisance to residents and neighbours.

He added that the offenders were youths who lived in the same area as those who had reported the problems.

He said: "This type of machinery is only allowed on private property.

"Road traffic legislation applies to public places, not just the road, and offenders can and will be prosecuted for using motor vehicles in car parks, play areas, pavements and other public places.

"It is also worth noting that parents could also be prosecuted for permitting their children to use these machines without insurance, which could lead to them being fined at court and having points on their licence or in some circumstances a disqualification."
