Why are there so many cycle lanes in Southampton?

There are many people who do not or cannot cycle either because they are old, infirm or don't want to but are able to walk and enjoy walking.

I enjoy walking on the Common but cannot park on Hill Lane now because of the double yellow lines and cycle track and may use a side road for access to the Common and the residents living in these roads wont be happy with a lot of people using their roads for this purpose.

Southampton council have spent a lot money on cycle lanes to the detriment of other road repairs, but there may be some money left over to provide appropriate parking places adjacent to Hill Lane and the Common to enable the public access to the Common.

The Common is there for everyone and a large number of cyclists use it and therefore puts the cycle track in Hill Lane surplus to requirements.
